SUMMARY OF DUTIES:

Assist the Safety Director in leading, managing and driving continuous improvement of the occupational safety and health programs, policies, and culture. Lead efforts to identify any potential gaps in the safety program and to provide support for the effective implementation of safety corrective actions at each facility. Drive excellence in safety and environmental performance through development of innovative management systems that ensure safety and environmental regulatory compliance and effective implementation of safety and environmental programs at all North Carolina Ports facilities.

DESCRIPTION OF WORK:

  • Assist Safety Director to ensure that North Carolina Ports safety and environmental programs are effectively implemented, followed, maintained, and continuously improved.
  • Perform internal audits and report findings according to the Ports safety and environmental programs.
  • Ensure compliance with all federal and state OSHA and environmental regulations.
  • Develop safety and environmental training materials for use at port facilities.
  • Provide standard safety training (Initial Power Industrial Truck (PIT) training, Mobile Elevated Work Platform (MEWP), Hazardous Waste and Emergency Response (HAZWOPER), Hazard Communication (HAZCOM), Lockout/Tagout, personal protection equipment, respirator use, incident investigation, etc.).
  • Perform training at port facilities, related to audit findings, safety campaigns, and in accordance with regulatory requirements or in preparation for regulatory audits/inspections.
  • Ensure adequate access to and use of appropriate personal protective equipment (PPE). Work with managers/supervisors to identify proper safeguards and PPE for positions and activities.
  • Perform regular inspections of workplaces to ensure safe conditions for workers. Prepare appropriate notices for management to issue for abatement of any identified hazards.
  • Provide safety recommendations with respect to equipment purchases, engineering controls, workspace planning, and work process planning.
  • Administer and implement North Carolina Ports crane and reach stacker simulator technology program.
  • Leads and conducts all post-incident reviews with employees and supervisors. Documents the results of the post-incident review process and implements necessary safety changes and updates to work processes/procedures.
  • Leads Operational Employee Onboarding Program and conducts semi-annual audits of the onboarding training jackets for all employees enrolled in the program.
  • Input and maintain records, collecting and organizing all data in the safety and environmental information systems, recording all incidents, accidents, investigations, and inspections in a timely and accurate manner.
  • Ensure that incidents involving injuries and illnesses in the safety information system are recorded in the Occupational Safety and Health Administration (OSHA 300) log.
  • Identify trends in safety and environmental data and Key Performance Indicators (KPIs), emphasizing leading and lagging indicators.
  • Develop, draft, and recommend new safety and environmental procedures, forms, and other documentation as required.
  • Develop and administer recognition systems to promote safe work performance.
  • Research and keep current on federal and North Carolina OSHA and environmental regulations.
  • Partner with internal a d external regulatory partners to ensure North Carolina Ports overall safety and environmental compliance.
  • All other duties as assigned by management.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Bachelors degree in Occupational Safety and Health, Safety Engineering, Industrial and/or Operations Engineering, or closely related field with 1-3 years experience, or equivalent education and experience in manufacturing/heavy industrial or maritime port environment.
  • Knowledge of current OSHA laws and regulations related to industrial environment. Familiar with ANSI standards and OSHA Marine Terminal Standards preferred.
  • Knowledge of engineering and physical science, standard tools, construction, building systems and heavy equipment.
  • Knowledge (maritime) - Working knowledge of container, break-bulk, dry bulk cargo operations, cargo handling, cargo movement, vessel operations, rigging and line handling, lifting gear, navigation, U.S. maritime regulations, and IMO Conventions is plus.
  • Good analytical skills.
  • Good verbal and written communication skills, ability to prepare and deliver presentations.
  • Proficient in the use of MS Office, Word, Excel, and Power Point.
  • Must have a valid drivers license and meet TWIC security requirements.

WORKING CONDITIONS/PHYSICAL EFFORT:

Must be able to work effectively in a wide range of work environments such as offices, industrial and workshop areas, cargo warehouses, wharves and piers, and open and wooded grounds (outdoors). Exposed to the elements in all weather conditions. Position requires frequent travel to all NC Port facilities. Must be able to work at computer workstations and desk for extended periods. Must be able to safely access all areas on NC Port property, including buildings, structures, wharves, rooftops, cranes, and other elevated positions and confined spaces. Must be capable of safely lifting up to 50 lbs. Position requires standing for extended periods of time and working in awkward body positions. Regular work schedule of 8am-5pm; however, must be available to work evenings, weekends, and/or overnight as required.
