Architect of the Capitol Supervisory Logistics Management Specialist in Washington DC, District Of Columbia

Summary The AOC has a talented workforce comprised primarily of Wage Grade, General Schedule and Exempt personnel. This position is located in the Architect of the Capitol, Office of the Chief Administrative Officer (OCAO), Supplies, Services, and Material Management Division (SSMMD), Property Management Branch. The selected candidate also serves in the role of Branch Chief and property administrator responsible for the management of the agency's property and fleet management programs. Responsibilities The individual selected for this position will: Supervisory Responsibilities Supervises the Property Management Branch, assigning tasks, developing performance standards and evaluating work performance. Provides advice, counsel, and instruction to employees on work and administrative matters. Identifies developmental and training needs of staff and arranges for needed development and training. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Property and Fleet Management Develops and implements policies and procedures for the AOC property and fleet management programs, including: acquisition, accountability, utilization, exchange, disposal and control of AOC property assets. Participates in program evaluations conducted by AOC internal control officials, identifies findings and provides detailed reviews of records to identify failures in procedures and/or documentation and assists asset managers to restore compliance with policy and procedures. Inventory Management Manages the control and positioning of material (supplies and equipment) to meet identified material needs. Manages the periodic survey of property inventory by reviewing records maintained by Jurisdictions and Divisions. Oversees property management specialists (APOs and PCs) to ensure that property obtained by them is properly identified, signed, accounted for and used in accordance with policy guidance. Property Utilization, Excess and Loss Oversees property utilization reviews to ensure that AOC property is being optimally used, identifying property determined to be excess and lists it as available for transfer in accordance with the AOC policies and orders. Ensures that excess property is disposed of in a timely manner. Manages AOC’s fleet of government-owned passenger cars, trucks, and special purpose vehicles and equipment. Documents the assignment of vehicles to Jurisdiction and Divisions. Provides guidance on the maintenance of mileage and destination logs, maintenance services, and accidents and oversees the conduct of vehicle inspections. Maintains data on cost elements associated with each vehicle or item of managed equipment. Represents AOC in dealings with the General Services Administration (GSA). Program Analysis Effectively apply analytical principles and techniques combined with knowledge of operating programs and their interrelationships. Specialized knowledge and understanding of logistics support requirements and mission or program goals. Requirements Conditions of Employment You must be able to pass a drug test. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Developing and evaluating policy, material management programs, systems, procedures, methods and long-range plans. Management or supervision of operational level, inventory management regarding supply items, processing requisitions, reallocating or redistributing material, analyzing requirements, excessing property, and recommending procurement and excess property actions. Conducting inventories and audits that obtains the accuracy of accountable property. Demonstrated understanding of logistics support requirements and mission or program goals. Demonstrated knowledge of property and fleet regulations and policies, including the latest property life cycle procedures and techniques. Education This job does not have an education qualification requirement. A bachelor’s degree or higher from an accredited college or university is desired. Additional Information Welcome Veterans.
