Kaiser Permanente Director Perioperative Services in Wailuku, Hawaii

Job Summary:

Provides strategic, administrative and financial accountability for planning, directing, staffing, coordinating, and controlling functions and activities in the perioperative service areas. Develops and implements operational strategies and regulatory compliance for all services and patient care delivered in perioperative and procedural care areas. The continuum of perioperative care includes ambulatory care unit; preoperative unit; operating room; post-anesthesia care unit; sterile processing department; anesthesia services; and assigned procedural and outpatient treatment areas at Maui Memorial Medical Center. Creates and sustains a coordinated infrastructure for the operative patient phases of care with standardized workflows, evaluation tools, and metrics to document the management and efficiencies of the services. Identifies business opportunities for providing new services or enhancing existing services. Coordinates and directs activities between and within various substructures of organization to accomplish departmental and organizational goals. Develops and maintains key relationships with Medical Staff, key community providers, administrative peers and select community partners and programs. This position manages staff.

Essential Responsibilities:

  • Oversees 24 hour resource management and performance of perioperative services operationally and fiscally.

  • Collaborates with physicians, clinical managers, and other members of the health care team to promote safe and effective patient care in perioperative services and procedural areas.

  • Demonstrates effective communication, consultation, negotiation, and collaboration skills with members of the perioperative team and other stakeholders.

  • Establishes and oversees on going staff development, education, training, orientation and in-service needs.

  • Verifies programs, content, and criteria to be used to educate and train staff in the perioperative services department following professional organization standard requirements and safety guidelines (example ACS, AORN, ASPAN etc.).

  • Advises and directs activities of perioperative management team who are responsible for daily activities in each department or specialty area.

  • Evaluates practices and ongoing improvements for the perioperative phases of care and patient care delivery system.

  • Analyzes, plans, and makes recommendations for future departmental planning needs, regarding physical expansion, renovation and or expansion of services provided.

  • Develops and manages operating and capital budget including personnel, supplies, equipment and capital expenditures.

  • Evaluates their current level of effectiveness.

  • Promotes organizational goals and establishes standards of practice, goals and objectives for departments.

  • Develops and implements policies and procedures to reflect same for each specific unit.

  • Directs and develops programs for all phases of preoperative, operative, and postoperative care provided for perioperative services department.

  • Collaborates with risk management, nursing, and hospital administration to monitor and report pertinent patient care information.

  • Assures departmental compliance with all hospital policies, TJC, DOH, OSHA, state and federal legislative requirements and recommendations.

  • Collaborates with medical staff and vendors to screen and evaluate products.

  • Develops, oversees, and monitors departmental Quality Assurance Program.

  • Coordinates Q.M. activities with other departments to assure problem identification and resolution.

  • Evaluates, formulates, and regulates activities and policies for maintaining regulatory and accepted standards for sterilization and infection control.

  • Facilitates scheduling practices and effective use of OR services.

  • Monitors block utilization and coordinates improvements of utilization with Medical Staff.

  • Coordinates case requests and scheduling processes with outside providers.

  • Serves as resource and participates as member of O.R. related committees and task forces.

  • Monitors and assists in developing standards of performance for support departments.

  • Participates in bargaining unit related activities with Human Resources and associated union representatives.

  • Participates in strategy development for opportunities identified for providing new services or enhancing existing services.

  • Engages staff and collaborates with physicians, clinical managers, and other members of the health care team to promote optimum care and enhance communications while implementing new services.

  • Establishes programs for employee recruitment and retention.

  • Formulates and defines functions/qualifications of staff by developing performance standards, job description, and peer evaluation process.

  • Develops environmental control, safety, fire, and disaster programs for department in compliance with regulatory standards.

  • Maintains current knowledge of changes in health care legislation, nursing practice, informatics, and advanced technology.

  • Represents region and surgical services at department, hospital and community events.

  • Provides information to assist in the education of the community to services provided and promotes sharing of resources.

  • Provides direct patient care on an as needed basis.

  • Provides services that are within scope of license and in compliance with all legal, regulatory, and policy requirements relevant to clinical role performed.

  • Incorporates and models the MHS Vision, Model and Values throughout the service area.

  • Conducts all activities with the highest standards of professionalism and confidentiality.

  • Complies with all applicable laws, regulations, policies and procedures, supporting the health systems corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violations of applicable rules, and cooperating fully with all company investigations and proceedings.

  • Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.

    Basic Qualifications:

    Experience

  • Minimum eight (8) years of related nursing experience.

  • Minimum three (3) years of progressive managerial experience in a major Medical Center O.R. or related area.

    Education

  • Masters degree in nursing or related field AND RN license with six (6) years of progressive nursing management experience.

  • Experience and completion of advanced education in 3 years of role assignment by mutual agreement with Administration.

    License, Certification, Registration

  • Basic Life Support OR CPR/AED for Professional Rescuers

  • Registered Nurse License (Hawaii)

  • Nurse Operating Room Certificate

    Additional Requirements:

  • Demonstrated knowledge of and skill in decision making conflict resolution, change management, influence, oral communication, written communication, problem solving, quality management and team building.

    Preferred Qualifications:

  • Demonstrated knowledge of and skill in word processing and spreadsheet PC applications.
