Job Description
Manage, under direction, all aspects of Environmental Health and Safety programs and initiatives at the University and ensure services supplied under contractual agreement with Southeast Services Corporation (SSC) are up to industry standards of quality by monitoring provisions of services stipulated in contractual documents.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Coordinate and conduct facility, laboratory, and equipment inspections to ensure a safe working environment and compliance with safety and environmental rules and standards. Conduct routine and follow-up safety and hazard inspections of University facilities. Conduct laboratory inspections, monitor fume hood performance, and assists employees in obtaining SDS. Support the Fire & Life Safety Program by conducting fire alarm drills, building fire safety inspections, and fire extinguisher and fire prevention training.
Plan, design, implement and maintain University wide safety training programs for staff, faculty, and student workers. Responsible for maintenance and upkeep of all University and employee safety training records.
Conduct environmental inspections of buildings and grounds to ensure regulatory compliance as mandated by local, state, and federal agencies.
Assist in the investigation of incidents/accidents. Analyze incident/accident reports for trends. Make recommendations for correcting unsafe conditions and actions.
Responsible for the University Workers' Compensation program.
Plan, implement, coordinate, and maintain the Hazardous Waste Management Program and respond to emergency situations involving hazardous materials, fire and smoke incidents, and chemical spills.
Plan, implement, coordinate, and maintain TAMUT's environmental and hazardous materials programs that ensure compliance with Federal and State regulatory requirements. Submit or assist in preparing appropriate reports, permit applications, and/or inspection results as required by the regulations. TAMUT programs include, but are not limited to hazardous waste, hazardous materials shipping, petroleum storage tanks, etc.
Plan, implement, coordinate, and maintain TAMUT's Emergency Management Program. This includes but is not limited to assuming the role of Emergency Management Coordinator for any drills or actual emergencies, attending training as required by FEMA, DHS, or the TAMU System, and working in coordination with the University Police Department to conduct an emergency drill annually.
Assist the University Police Department in the planning, coordination, and supervision of the TAMUT Emergency Response Team program. Provide training for response team members. Ensure personal protective equipment provides appropriate level of protection. Submit appropriate reports as required by the regulations. Provide 24-hour emergency response either in person or through the campus emergency/on-call personnel.
Maintains familiarity with required State and Federal regulations, codes, monthly and annual reports, and any changes in procedures, assists in interpretation of Safety rules, regulations, and standards.
Prepares, submits, and certifies building and room inventory reports to the Texas Higher Education Coordinating Board.
Serve as the TAMUT liaison to TAMU System Risk Management; establish, implement and update environmental controls for the campus, consisting of short-term and long-term environmental objectives with specific targets that can measurably indicate performance; submit an annual report to the System Office of Risk Management and Safety and University Vice President for Finance and Administration on the status of the campus environmental activities, including measurement of progress toward achieving environmental objectives and targets.
Work with University Compliance Officer to ensure all environmental, health and safety-related rule and procedure documentation is current and available.
Develop, implement, execute and maintain mutually agreed upon quality assurance programs to include benchmarks for satisfaction, and tools and metrics to measure quality levels of service provided by SSC.
Inspect SSC operations, performance of service and completed or in-progress projects to ensure quality and efficiency is met.
Perform inspections, at least monthly, to ensure compliance with SSC contract as well as regulating agencies including federal, state, and local.
Work with VPFA and SSC management to develop and maintain weekly reports to be submitted to the University that will include inspections, schedules, inventory, equipment, staffing, emergencies, security issues, or any related matter in connection with services provided.
Perform liaison duties and bridge communication between SSC and the University.
Develop, implement and maintain TAMU System environmental health and safety programs as needed with faculty and staff, including but not limited to University sponsored camps and University Residence Life.
May respond to emergency situations during or after hours for the purpose of resolving immediate safety/security concerns.

KNOWLEDGE, SKILLS & ABILITIES:
Minimum Qualifications
Bachelor's degree in Environmental Health and Safety, related field or equivalent combination of education and experience.
Eight (8) years of related experience
Knowledge of word processing and spreadsheet applications.
Ability to multitask and work cooperatively with others.
Strong verbal and written communication skills
Physical Requirements - Ability to lift moderately heavy objects and exert moderate force.

Preferred Qualifications
Familiar with OSHA, EPA, TCEQ and DSHS regulations
Master’s degree in engineering, science or closely related field.
Experience with environmental, health, and safety programs in higher education, a campus environment, and/or research.
Knowledge of NFPA standards and procedures.
RCRA and Hazardous Waste Management Certification
OSHA 10 hour or 30-hour Certification
40 Hour HAZWOPER
Occupational Hygiene and Safety Technician (OHST); Certified Loss Control Specialist (CLCS); Safety Management Specialist (SMS)
Knowledge of local emergency management and environmental health and safety personnel and procedures
Other Requirements

Knowledge of general office practices and procedures.
Must have the ability to gather, correlate, and analyze information and devise solutions to administrative problems.
Work beyond normal office hours and/or work on weekends
