Environmental Protection Agency Environmental Protection Specialist (Senior Brownfields Project Manager) in United States

Summary This position is in Region 10, Land, Chemicals, and Redevelopment Division, Pollution Prevention and Communities Branch, Brownfields and Land Revitalization Section. About Region 10. This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as a Senior Project or Program Manager by developing strategies to successfully implement program goals for site assessment, site cleanup, and redevelopment. Manage a variety of complex grants, cooperative agreements, and inter-agency agreements to states, tribes, local/federal governments, and nonprofits as well as EPA contracts for the assessment and cleanup of Brownfield sites. Support/Coordinate and conduct outreach and community involvement activities within EPA and with other entities to promote the assessment, cleanup, and economic and/or sustainable revitalization of Brownfields sites. Provide authoritative Brownfields policy, procedural and regulatory guidance and training to state, local, and tribal agencies, and non-government organizations, and support them in efforts to redevelop Brownfields sites. Support senior staff efforts to implement policy and analyze results. You will spend 25-50%, of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. This position requires the use of personal protective equipment (PPE). #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as working with state, tribal, or local governments to solve regulatory or technical Brownfields challenges; and/or managing grants, cooperative agreements, or inter-agency agreements. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of Brownfields program elements such as environmental site assessment; site cleanup and site redevelopment planning and implementation. Ability to manage multiple complex projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet program goals and targets. Knowledge of site assessment and site cleanup requirements. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a variety of moderate to complex grants, cooperative agreements, and interagency agreements. Knowledge of federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Federal Acquisition Regulations, and State Voluntary Cleanup Programs. Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, and cost accounting record keeping and procedures. Skill in written communication. Skill in oral communication. Ability to evaluate and advise on site cleanup techniques and technologies. Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
