Summary As a Auditor (Performance), you will serve as an Auditor in the Internal Audit and Compliance Office (IA&C), Governance and Policy, Office of the Chief Financial Officer (OCFO), Western Area Power Administration (WAPA). **This is NOT a remote position. The selectee will be required to be physically present at one of the following duty location(s): Phoenix, AZ Folsom, CA Lakewood, CO Loveland, CO Billings, MT Salt Lake City, UT Responsibilities The incumbent serves as an Auditor in the Internal Audit and Compliance Office (IA&C), Governance and Policy, Office of the Chief Financial Officer (OCFO), Western Area Power Administration (WAPA), U.S. Department of Energy (DOE). In this capacity, the incumbent:: Conducts performance (non-financial) and financial audits of WAPA's programs and operations to ascertain compliance with established requirements. Creates and presents reports of findings, recommendations, and monitors completion of required actions. Evaluates WAPA's internal controls to determine the degree of efficiency and effectiveness in safeguarding Federal assets. Determines adequacy of WAPA's automated accounting system and evaluates system compliance. Works with WAPA program managers and officials to assess the vulnerability (risk) of functions and programs to identify possible waste, loss, mismanagement, unauthorized use, or misallocation of resources. Assists with meeting the requirements associated with OMB Circular A-50, Audit Follow-up. Ensures the validation and documentation of completed action on management corrective action to reported audit findings. Documented completed corrective action is prepared to meet applicable audit standards and provided to appropriate audit organizations (e.g., IG, GAO). The incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually. Occasional travel of up to 5-10% annually is required; with overnight travel possible during all or part of that time. This position is in Bargaining Unit 1151. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS This position has an Individual Occupational Requirement (IOR) for the 0511 Series: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. or Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. NOTE: All applicants MUST submit transcripts as verification of educational requirement, a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. SPECIALIZED EXPERIENCE To qualify for the GS09 - Applicants must have one (1) year (52 weeks) of specialized experience, equivalent to the next lower grade level (GS07) in the federal service, in ALL of the following areas: Assisting in audit processes; and Completing audit work that contains sufficient and appropriate evidence to support conclusions and recommendations; and Data manipulation in MS Excel and other spreadsheet programs. OR SUBSTITUTION OF EDUCATION: IN ADDITION to the above basic qualification requirements, you must have 2 full years of progressively higher level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled. OR COMBINATION OF EDUCATION AND EXPERIENCE: IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 07 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position. To qualify for the GS11 - Applicants must have one (1) year (52 weeks) of specialized experience, equivalent to the next lower grade level (GS09) in the federal service, in ALL of the following areas: Completing audit work that contains sufficient and appropriate evidence to support conclusions and recommendations; and Data manipulation in MS Excel and other applications used in auditing; and Performing audits in compliance with the Government Accountability Office's (GAO) Government Auditing Standards; and Participating in and/or leading Interviews with officials and documenting the results. SUBSTITUTION OF EDUCATION: IN ADDITION to the above basic qualification requirements, you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled. OR COMBINATION OF EDUCATION AND EXPERIENCE: IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
