About the Position: Directs and coordinates the operations of a train crew engaged in operating and switching diesel electric locomotives ranging in size from 60-120 tons and placing and switching freight railroad cars. Responsibilities Operate and switch diesel electric locomotives ranging in size from 60-120 tons and in placing and switching freight railroad cars. Haul general supplies, vehicles, explosives, etc., to and from various depot locations while operating locomotives. Perform inspections of incoming rolling stock and makes daily yard checks of cars and examines their condition for loading. Observe signals of driver and movement of pulled vehicle to facilitate safe movement of vehicles. Operate large forklift (capacity over 20,000 pounds) to move, haul, load, unload, stack, and unstack palletized or crated materials or parts, supplies, and equipment from one location to another. Position items and containers in boxcars, gondolas, flatcars, and truck trailers according to the capacity of the carrier, configuration and weight of the shipment. Blocks and braces all types of equipment (automotive, missile systems, engineering, and artillery) and general supply items on commercial and military carriers using blocks, braces, wedges and other staying devices. Directs and assists in the classification, sorting and switching of cars during loading and unloading of equipment. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Conductor (Blocker and Bracer) without more than normal supervision. Operating a diesel-electric locomotive to move railcars on an internal rail system and at commercial interchanges. Performing spotting, removing, switching, coupling/uncoupling and weighing of cars. Blocking and bracing loads on trailers to prevent movement of material. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort - Work requires climbing on and off stationary and moving cars, guiding and directing the braker-switcher in the coupling and uncoupling of cars, throwing switches, and walking along tops of flat cars. Work involves lifting and positioning moderately heavy objects weighing up to 20 pounds, and occasionally handling objects weighing over 50 pounds while loading or unloading cargo. Foot and hand pressure is exerted in steering and braking both trucks and forklifts and in manipulating clutch, gearshift and any special mechanisms installed. Working Conditions - Conductor work is performed under many adverse conditions in both good and bad weather. Subject to danger from moving trains when visibility is low, while coupling and/or uncoupling cars, blocking wheels, etc. Exposed to unpleasant fuel exhaust fumes and loud noise from engine operation, train whistle, and horn. Truck driving and forklift work is performed both inside and outside unheated igloos, magazines, open revetments, and warehouses in all types of weather conditions. Incumbent works in close quarters in poorly lighted areas. There is danger from falling objects, shifting loads, and toppling stacks. Rough terrain exists in off-road areas. Work is performed where there is unpleasant dust, dirt, fumes, and noise from truck and lift operations. Subject to cuts, scratches, and bruises from loading or unloading vehicles; also, to possible serious injury resulting from traffic accidents. Education Additional Information This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
