POSITION SUMMARY:

Under general supervision performs work of moderate difficulty in the inspection of signs, site plans, and landscape plans that have been reviewed and approved by the Plan Commission to ensure compliance with the codes of the City of Toledo, and by referenced authority, those of the State of Ohio; and inspection and enforcement duties relating to commercial parking lots governed by the City of Toledo; performs related work as required.

ESSENTIAL JOB FUNCTIONS:

  • Performs on-site inspections of sites to ensure compliance with applicable local codes and regulations.

  • Determine whether lots or structures, or additions thereto, are required to meet current code requirements.

  • Perform inspections to ensure compliance with approved applications, following review of submitted site plans.

  • Inspect properties for compliance with legal zoning classifications and allowances.

  • Regulate landscaping, grading, and excavation requirements, inspects for compliance with zoning codes, approved Special Use Permits and major and minor site plan reviews.

  • Reads drawings and specifications for site plans to ensure compliance with applicable zoning codes.

  • Inspects to ensure work is being performed properly and in accordance with applicable codes and approved plans.

  • Performs special inspections in response to requests from the general public, other city departments or other agencies.

  • Makes re-inspections to ensure that corrections and requirements related to the signage, landscaping, and site plan review are completed in accordance with applicable codes and approved plans.

  • Provides information to contractors, their employees and homeowners on methods of correcting work to comply with applicable code requirements.

  • Performs inspections of signs, site reviews, and landscaping, sends correction notices to contractors or others who violate codes.

  • Investigates illegal or unauthorized work.

  • Issues stop work orders as required under state and municipal codes.

  • Keeps records and writes reports on all inspections.

  • Investigates and reports on complaints of code violations.

  • Prepares reports on the physical condition of signs, sites, and landscaping.

  • Consults with superiors on sign application, site plan, and landscape plan problems and recommends solutions.

  • Provides testimony in cases before the Administrative Board of Zoning Appeals and Housing Court of Toledo Municipal Court.

  • Responsible for issuing and maintaining landscape bonds.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Building and landscape materials, practices and methods of site design.

  • The Toledo Municipal Zoning and Sign Code as well as related laws, and the legal procedures for enforcement.

  • Possible defects in landscaping and effective corrective measures.

Skill in:

  • Interpreting zoning and sign codes and related laws.

  • Locating defects and advising on corrective measures.

  • Enforcing regulations firmly, tactfully and impartially.

  • Reading site and sign drawings and comparing construction in progress with approved construction documents.

  • Establishing and maintaining effective working relationships with contractors, project managers, developers, homeowners and the general public.

  • Standard verbal usage and written communications.

  • Recordkeeping and report writing.

  • The operation of computer technology, database usage and internet communication devices

  • Organizing time and materials.

REQUIRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:

  • Graduation from high school or General Educational Development (GED) Tests equivalency.

  • Two (2) years of experience in operating a personal computer to perform word processing, report writing, and electronic database operations.

  • Three (3) years of experience in the field of, landscape architecture, property maintenance, property management, construction management or a closely related area such as surveying, drafting, engineering, architecture, general contracting, urban planning or landscaping.

  • Must possess the International Code Council’s Certification for Zoning Inspector prior to the completion of the employee’s probationary period.

  • Must possess a valid Driver’s License.

    OR

  • Graduation from an accredited college or university with an Associate’s Degree in Architecture, Construction Management, Planning and Zoning or closely related area may be substituted for one (1) year of field experience.

  • Must possess the International Code Council’s Certification for Zoning Inspector prior to the completion of the employee’s probationary period.

  • Must possess a valid Driver’s License.

OR

  • Graduation from an accredited college or university with a Bachelor’s degree in Architecture, Construction Management, Planning and Zoning or closely related area may be substituted for two (2) years of field experience.

  • Must possess the International Code Council’s Certification for Zoning Inspector prior to the completion of the employee’s probationary period.

  • Must possess a valid Driver’s License.

PHYSICAL DEMANDS:

In this position, the employee will frequently stand, walk, sit and drive. The employee will occasionally stoop, twist, kneel and crouch. Speaking and listening are constant essential functions of this position. The employee will rarely need to lift/lower, carry, push, and/or pull items up to 15 lbs. The employee will frequently need to drive a city vehicle to various worksites.

WORK ENVIRONMENT:

The employee is frequently indoors and outdoors with rare extended work hours. The noise level in the environment is usually low. Travel to various worksites is occasional and frequent at times.

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
