Chevron Phillips is currently seeking a Procurement Manager to join the Conroe, TX office location. The Procurement Manager is accountable for overall continuity and successful delivery of site specific procure-to-pay tasks, issues, and management interfaces for the Conroe site. Through close alignment with the site leadership teams, the Procurement Manager is responsible for assuring customer satisfaction with Global Procurement at the sites.

This position will have an in-depth understanding of business requirements and ensure the supply base maximizes service delivery, while at the same time reducing maverick and ad hoc purchases. The Procurement Manager will be responsible for driving adoption of sourcing strategies internally as well as ensuring compliance with key processes and supplier contracts. This position also has responsibility for materials management for the site and to ensure the facility’s inventory is optimized. This individual is the primary liaison and communication hub between site personnel, key suppliers and center-led departments of Global Procurement. This position is responsible for all procurement activities at the Conroe plant.

Key Job Responsibilities:

  • Handles the facility spend, procurement expense budget, material inventory value and delegated authority limits for PO transactions and contracts.

  • Ensures the reliable delivery of goods and services at facility; responsible for customer service and follow-through from the center-led Global Procurement departments.

  • Develops, negotiates and executes agreements related to local plant operations and emergency situations, as well as, managing effective contract administration.

  • Serves as the Procurement point of contact for Turnaround support at site with deliverables and action items specific to Turnaround execution.

  • Partners with the local Projects Group and serve as the Procurement point of contact for Capital Projects at the site.

  • Responsible for materials management and ensures execution of best practices in inventory management.

  • Develops annual budget for site procurement and performs monthly variance analysis.

  • Monitors and reports key performance indicators (KPIs) to ensure efficient and effective process and resource utilization for site.

  • Identifies appropriate commodity team membership from the site to help support value added sourcing strategies for the company.

  • Assists in the ongoing development of procurement, contracting and monitoring processes and performance management mechanisms to meet the changing needs of the manufacturing organization.

  • Builds, manages and maintains strategic relationships with internal stakeholders in a fast-paced environment with frequently changing priorities.

  • Communicates business needs, ensuring that supplier’s materials and services meet clients’ evolving business requirements.

  • Leads and facilitates multiple site improvement teams with key suppliers with guidance from Category Management and Contract Owners

  • Serves as the point of contact for multiple site-specific audits (i.e. Quality, SOX, Customer, Site Safety, etc.)

  • Promotes site safety and lead periodic plant safety meetings

  • Forms effective partnerships with clients and teams impacting service delivery (management, technology teams, vendors)

  • Implements methodologies to measure customer satisfaction and enhance service delivery.

  • Implements other assignments and special projects as necessary.

  • Demonstrates understanding of procurement processes and systems, including payments, storehouse, materials purchasing, services purchasing, and contract management.

  • Ensures the goals for the delivery of services are met and in accordance with the customer’s expectations.

  • Manages the project flow and communications for each opportunity to ensure prompt results for clients.

  • Provides quality assurance to ensure documents are processed accurately.

  • Provides a support service to customers and work colleagues, solving identified problems and maintain up-to-date documentation to ensure continuity and standards of service.

  • Handles issues calmly and objectively and maintains the customer’s confidence in their resolution.

  • Develops and generates reports to monitor site performance related to company objectives.

  • Provides training to customers or colleagues when necessary.

  • Demonstrates awareness and sensitivity to internal customer relationships.

Required Qualifications:

  • Bachelor’s Degree with a minimum of 3 years of procurement, supply chain or related business experience. Or in lieu of a bachelor’s degree, a High School diploma/GED with a minimum of 5+ years of procurement, supply chain or related business experience.

  • Specific experience with Business Communications including general knowledge of contracting, an understanding of the legal framework of business and a general understanding of compliance and risk from a business perspective.

  • Ability to influence the work product of others who are not directly under the Site Procurement Manager’s authority.

  • Ability to work with customers to assess needs, provide information, resolve problems.

  • Ability to adapt methods in response to new information, changing conditions or unexpected obstacles.

  • Excellent project management, organizational skills and the ability to multi-task.

Preferred Qualifications

  • Bachelor’s Degree in in Purchasing, Supply Chain Management, Business.

  • A minimum of 5 years manufacturing and commercial experience.

  • Contract negotiations and Strategic Sourcing experience.

  • Supplier relationship experience (managing significant internal stakeholders and external supplier relationships at multiple levels in their organizations)

  • Strong capability and experience driving compliance with procurement policies and practices.
