Functional Description:

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Duties and Responsibilities:

As a Sr. Production Program Management Analyst, you are responsible for providing Site Lead support coordinating between program office and production contractor. Provide analyses and recommendations to senior staff in support of the production and fleet support of the E-6B aircraft platform. The position would be responsible directly to the Site Lead and Mission Communications Systems and Block II Co-IPT Leads in the tracking of modification kit procurements, integration support, technical publication development and associated integrated logistics for systems and subsystems. Working with the Site Lead and IPT Leads, monitor delivery schedules of all aircraft kits and support equipment. Ensure all GFP is in place to support modification efforts and schedules. Support the implementation of a commercial depot line for the E-6B, expanding depot level industrial base for the fleet. Apply knowledge and expertise in continuous process improvement to track performance to plan on schedule reduction efforts. At the integration contractors site, ensure adequate lead times and timely procurement execution of post-production equipment is maintained to support on-time deliveries and installations. As required, your support may be required to address broader Take Charge and Move Out (TACAMO) program requirements and provide analysis, reports, and recommendations to PMO leadership.

Required Education:

MA/MS degree from an accredited college

Or

Bachelors Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Masters Degree.

Or

Associates Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Masters Degree.

Or

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Masters Degree.

Required Experience:

Over 10 years of combined experience performing duties described in the functional description

Desired Experience:

Over 10 years of naval aviation production and maintenance experience. Experience in applying Naval Aviation Maintenance Program (NAMP) maintenance policies and procedures, technical and logistics life cycle support of Airborne Strategic Command, Control, and Communications including the E-6B aircraft for operating forces. Proven leadership and experience in cost, schedule and performance of aircraft pro uction, aircraft integration, and fleet support.

Additional experience:

  • Successful history of reducing aircraft MRO turn-around time while maintaining the highest levels of quality
  • Handling and managing COMSEC equipment
  • Coordinating between Wing, Squadron, PMO, DCMA, Air Force and production contractor
  • Reading, interpreting, and executing Work Orders, production schedules, tech manuals, Request for Engineering Instructions (REIs), and related disciplines involved with production
  • Provide analysis and recommendations regarding required personnel and manning requirements. Provide recommendations on organizational structure and staff manning to support a cost-effective, capable, and ready force.
  • Provide analysis and recommendations on maintenance and logistics architecture that fully supports a successful, supportable, and sustainable operations.
  • Track program/project status and schedules.
