Army National Guard Units TRAINING OFFICER (TITLE 32) in Springfield, Illinois

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING OFFICER (TITLE 32), Position Description Number D2230000 and is part of the IL DCSOPS, National Guard. Responsibilities As an TRAINING OFFICER (TITLE 32), GS-1702-11, you will develop and oversee the execution of the command's operations, training plans and policies. Major Duties - This is NOT an all-inclusive list: Formulate, oversee, and evaluate overall training programs for the organization. Issue instructions and procedures to subordinate organizations for the conduct of activities which meet training guidance and directives of higher headquarters. Conduct and/or coordinate staff assistance visits and command level inspections in the area of training, physical security, and readiness. Evaluate mission essential task lists of subordinate organizations to ensure conformity with higher headquarters' guidance and intent. Review training evaluation and inspection reports to identify systemic problems and trends. Develop and prepare annual operational and training budget requirements. Recommend sub-allocations of funding for subordinate organizations in accordance with annual funding allowance and established priorities. Approve requests for reallocation based on the supervisor's guidance and priorities and changes in scheduled training events. Evaluate, develop, and maintain command level policies commensurate with training directive issued by all echelons of command and the commander's guidance. Evaluate organizational readiness reports and make recommendations for improvement/modification to organizational training programs. Analyze proposed changes and determine effects on organizational readiness and the ability of organizations to accomplish assigned missions. Develop, review, and adjust command level deployment and contingency operation plans. Provide technical guidance and assistance to subordinate units in the development of deployment and redeployment plans for use in responding to local, state, and national emergencies. Direct scheduling and coordination for the use of training sites and facilities. Ensure coordination with logistical personnel for the availability of required equipment and supplies for training activities. Plan, organize, and assign work to employees engaged in training, security, and readiness at the command level. Revise assignments or detail employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Ensure compliance with equal employment, sexual harassment, workplace violence policies and regulations. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Warrant Officer/Enlisted -Min rank SFC, May not exceed the rank of MAJ. GENERAL EXPERIENCE: MUST possess the education and validated understanding of the basic principles and concepts of the occupational series and grade; experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience which includes at least 12 months experience equivalent to at the GS-9 Level with knowledge of Army education and training programs regarding their principles and procedures; experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; experience in the capabilities of communicative interpersonal skill applications and distance learning concepts; experience as a participant and presenter during training and military or civilian conference events SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed and experience to include, managing, leading, and directing employees, assigning work and assessing employee performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
