Air National Guard Units ADMINISTRATIVE OFFICER (TITLE 32) in Springfield, Illinois

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 32), Position Description Number D2368000 and is part of the IL 183 WG, National Guard. Responsibilities As a ADMINISTRATIVE OFFICER (TITLE 32), GS-0341-12, you will provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Major Duties - This is NOT an all-inclusive list: Act as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander. Ensure internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. Establish communication channels internal and external to the organization; keeps internal and external customers as well as unit members, traditional and full time, informed and facilitates communication laterally and horizontally throughout the organization. Oversee administrative programs and projects that consist of a variety of functions, efforts result in increased accuracy, productivity and efficiency; develops administrative guidelines and standard operating procedures. Establish internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Accomplish or assigns actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group. Resolve day-to-day administrative and management problems, plan, develop, and execute organization's Administrative Management Program (AMP). Prepare, administer, collaborate and consolidate information in support of knowledge management requirements, trains personnel on system utilization and information sharing; partners with administrators to analyze and synthesize data, develop and publish command level strategic management plan, provides informational learning tools, publishes and shares pre, during, and post exercise or inspection information and results to develop a strong information sharing and learning environment. Initiate, plan, direct, and/or participate in special studies and projects in areas such as; resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc. Provide sound research, analysis, advisory and consultation to the Command team; recommends improvements in the formulation and application of policies and procedures. Research, review, and analyze processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency. Develop, maintain, and monitor integrated reporting systems affecting programs with interrelated functions and operations. Research information, compose narrative, and prepare documents, charts, graphs, slides, executive summaries and other narrative to support the specific visit. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in the Illinois National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Minimum rank Cpt, not to exceed rank of Lt Col. GENERAL EXPERIENCE: MUST possess the experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess the experience, education, or training including 12-months equivalent to the next lower grade, GS-11, using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; experience in analytical and investigative techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
