UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups are the Business Intelligence & Information Technology group and the Finance & Administration group.

The Business Innovation & Technology (BIT) and Transportation Services (TS) units currently have an outstanding opportunity for a Business Systems Administrator . This individual will report to the Senior Computer Specialist ES9 in BIT and will be responsible for day-to-day operations of TS enterprise technology services, which includes several departmental business applications, including the parking technology system.

The Business Systems Administrator is accountable for all transactional, service, and compliance activities for the TS enterprise technology services.

This position assists with program planning, development, and system analysis to ensure that department technology is operationally current and efficient.

The position provides a broad range of services including but not limited to: Perform system configuration to enable and/or improve Transportation Services day-to-day operations (Ex. Configure new permits in T2 Flex, configuration, and management of Fleet Focus, development and/or configuration of integrations with T2 Flex and other systems). Development and maintenance of complex SQL queries and Crystal reports. Administration and management of Transportation Services internal/external enterprise technology platforms. Triage, prioritize and escalate department technology requests and direct service needs as appropriate.

DUTIES AND RESPONSIBILITIES:

Technology (60%):

• Support technical development, integrations, maintenance and operation of dedicated internal and external Transportation Services enterprise technology platforms, including but not limited to: T2 parking system, and Fleet AssetWorks, in addition to systems supported by BIT (e.g. AiM) or regional software handshake systems (e.g. ORCA). • Develop and maintain software integrations/interfaces for various TS systems (Ex: T2 Flex, CAAMS, Customer interface, FASTRANS, ORCA, PPUP, Workday, and others). • Develop and maintain complex SQL queries and Crystal reports to support day to day operations of TS including but not limited to billing and permit configurations. • Perform system analysis and coordinate deployment for major and minor software upgrades, and product alerts. • Responsible for understanding software features and existing configurations. • Perform user account management for various systems used by TS. • Perform backups for non-SaaS systems. • Perform and/or engage in Disaster Recovery situations as needed in the event they occur. • Work with staff to understand workflows and assess and configure software to facilitate end-use workflows. • Troubleshoot and resolve system problems. This may include coordinating with a vendor. • Identify potential software risks that may impact Transportation Services operations. • Demonstrates a holistic understanding of business needs and the ability to conduct Transportation Services business assessments and reporting. • Maintain a familiarity with business system functions, structures, and capabilities. • Coordinate and participate in deployment and operation of enterprise technology systems across TS, including the development and administration of procedures for use. • Provide support to TS staff on the use of these enterprise technologies, assuring that all TS staff have the proper equipment and training to effectively perform their individual job assignments. Training and Documentation (10%): • Train new staff on usage of software. • Create and/or maintain system documentation and procedures up to date. Vendor Relationship Support (5%): • Build and maintain external vendor relationships and troubleshoot for escalated issues or initial resolution for high-risk scenarios. • Collaborate with TS stakeholders, external system vendors, and IT partners to align system needs with TS and IT policies and procedures to meet department requirements.

Compliance (5%):

• Ensure organizational compliance with applicable laws and regulations, including institutional and UW technology requirements. • Interpret requirements; develop, document, and implement procedures; conduct or oversee analysis and reporting; implement or make recommendations for remediation or correction.

Service (10%):

• Engage customers and business partners in the definition of service excellence (“customer pull” approach) to lead and to keep the voice of the customer present in staff-driven service improvement processes. • Provide top-level service recovery for escalated issues or initial resolution for high-risk scenarios. • Represent the department and/or program to business partners and other internal and external stakeholders.

Professional Development (5%):

• Stay abreast of industry trends and practices. • Lead and facilitate innovative practices at the University of Washington. • Represent the organization to industry peers and partners. • May require overnight and/or out of state travel. • Ensure presence of and participation in position-appropriate professional development programs and activities for/by staff in assigned program areas.

Requirements include:

• A Bachelor’s degree AND 2-3 years of directly related experience, including developing, implementing, and managing technology systems and IT operations. • Demonstrated computing and information systems knowledge and experience with enterprise applications and server systems platforms including cloud based and SaaS solutions. • Experience with database platforms and reporting technologies such as SQL, MySQL, Crystal reports, Tableau. • Experience with enterprise application selection, procurement, and implementation. • Demonstrated excellent interpersonal and oral/written communication skills; ability to work successfully with people at all levels throughout the organization and with a wide range of constituencies; ability to maintain and model composure in a fast-paced, dynamic customer service driven environment. • Excellent organizational skills: ability to work independently and successfully coordinate multiple tasks within project priorities; demonstrated flexibility to meet changing/unpredictable needs. • Excellent problem-solving skills: ability to analyze complex information, and to define and solve problems; ability to function effectively within a complex regulatory environment; ability to develop and interpret policies and procedures. • Demonstrated proficiency with standard productivity software include Microsoft Office Suite, Google Docs/Apps, or equivalent. • Equivalent education/experience will substitute for all minimum qualifications except where there are legal or job requirements such as license, certification, or registration.

Desired:

• Experience with Parking Systems/Transportation industry experience such as T2 Flex, Pay By Phone, License Plate Recognition and other current industry solutions. • Experience with Fleet industry such as Assetworks FleetFocus, PhoenixSQL, and other current industry solutions. • Experience with revenue control systems and/or CRMs such as Salesforce. • Experience in Cloud Platforms including Azure, AWS, or GCP. • IT service management certification in ITIL.
