Job Summary

Provide project/program management (PM) support services to the client in completing a complex mega-scale infrastructure project that is transitioning from design to construction and has significant regulatory oversight.Manages multiple aspects of the program. Obtains new/repeat business on small to medium size programs; supports contract negotiations with clients. Manages risk which may include fixed or upper limit price, new technology, domestic markets or new clients.Obtains new/repeat business on small to medium size programs; supports contract negotiations with clients. Key Responsibilities

Be the day-to-day interface point/partner with the client to define, lead, and manage the PM services being assigned

Assists with managing a program that includes large or complex inter-related projects or multiple moderate sized projects

Responsible for developing certain aspects of a program (e g project controls, project managers) and supports the development of all aspects together with the Program Manager

Provides oversight and direction to Black and Veatch’s team which includes project managers, subject matter experts, and project administrators, client staff and subcontractors

Ability to operate in complex management environments with multiple internal and external stakeholdersInteracts with senior government or public officials and/or executive level clients on significant project matter

Assists with the preparation and delivery of proposal presentationsAssesses and actively manages risk on behalf of client with Program Manager

Routinely assists in the resolution of high risk or very difficult issues with significant scope, schedule and or financial impact

Develops the basis, assumptions and framework for cost estimates consistent with program budget

Monitors interim work products through their submission for compliance with both Black and Veatch's and Owner’s quality control and quality assurance requirements

Assembles program team and recruits externally as neededApplies advanced understanding and application of project management core processes and methodologies

Utilizes lessons learned to strengthen Black and Veatch's program management processes, procedures and tools Performs under the direction of a Program Manager

Management Responsibilities

Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.

Preferred Qualifications

  • Prefer at least 5 years program managementof the 9 years of experience requiredPrefer 15 years of prior work experience on large public works capital infrastructure projects and/or programsPrefer knowledge of delivering heavy civil projects from design through construction as well as familiarity with environmental and permit complianceAbility to organize seemingly ambiguous assignments into a coherent work plan and then lead and manage its implementation

Minimum Qualifications

9+ years in a senior project and/or program management role; PM, EM, Planning, Project Controls, etc. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Physical Demands:

• Lift and carry heavy items weighing up to 50 pounds.

• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.

• See and hear naturally or with correction.

• Full range of motion and flexibility consistent with requirements of the job duties.

• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure.

• Requires repetitive movement.

• May require work above 5 feet in height.

• Climb and maintain balance on steel framework, stairs, ladders and scaffolds.

• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Requires working in cramped work spaces and getting into awkward positions.

• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc.

• Requires working in extremely bright or low lighting conditions

• Includes exposure to sounds and noise levels that are distracting or uncomfortable.

• Work around hazardous equipment.

• Typical office environment.
