Job Description Summary

As Senior Contract Consultant, Government, you will work closely with internal business unit partners as the leader responsible for the final offer submission of new federal government contractual opportunities. Senior Contract Consultants demonstrate a solid understanding of how customer business relates to BD’s overall product portfolio, and are responsible for actively setting priorities for teams to ensure task completion while coordinating work activities with other supervisors.

Key responsibilities will include:

Competitive Solicitation Proposal - Lead the beginning-to-end Government contract response process with responsibility for opportunity identification, solicitation review, lead team meetings, act as the liaison with key collaborators while developing submission proposal and ensuring appropriate document retention in Contract Lifecycle Management (CLM) system.

  • Monitor government and third-party outlets such as SAM.gov for new contractual opportunities

  • Review solicitation and initiate project management activities to include conducting meeting(s) with customers, business unit, and Government Account Managers (GAM) as appropriate

  • Develop a solicitation project plan to managing tasks and due dates with partners, updating the RFP tracker as needed, and communicating project status to management

  • Assist with the formal Q&A process by working with the Government Contracting Officers and internal business units in a timely manner

  • Review FAR and other government clauses

  • Develop and regularly audit Commercial Sales Practices (CSP), including pricing analyses and “what if” scenarios to determine financial impact of business proposals

  • Conduct TAA compliance verification and research TAA waiver eligibility if needed

  • Prepare final response package by working with team me

  • Respond to communications and modifications needed by the Government in a timely manner

  • Responsible for ongoing management and tracking of the solicitation process from identification of contract opportunity to award, with all updates documented in CLM

  • Responsible for ongoing follow up of the submitted offer until award has been made by the agency

Contract Award Implementation: Responsible for thorough and accurate review of all government contract award.

  • Review rewards received for accuracy against original submissions

  • Coordinate with proposal collaborators to ensure a thorough review of relevant sections of the contract award in a timely manner

  • Coordinate with functional business partners to ensure all post award supporting activities are completed and ready for start of award

  • Review FAR and other government clauses

  • Establish contractual obligations within CLM to ensure future requirements are completed as agreed upon within the award

  • Connect with collaborators and ensure appropriate document retention in accordance with BD document retention policy in CLM

Contract Management: Assist with beginning-to-end process for standard and mass contract modifications. Responsible for contract extension and closeout procedures as well as developing contracting strategy and analysis based on business needs.

  • Track and report all assigned contracts in CLM

  • Identify, create, monitor, and update contract obligations for each contract assigned in CLM

  • Review and process any standard modifications (Product Add/Delete, Price Increase/Decrease, Customer Add/Delete, Administrative Changes), mass modifications, contract extensions, and/or contract closeout requests from customers; Call out to SMEs as applicable; Communicate with collaborators and ensure appropriate document retention in accordance with BD document retention policy in CLM

  • Collaborate with Federal Sales and Leadership on ways to support contracting growth and ensure compliance

  • Supporting audit activities as required to include sales reporting, reporting analytic and completing questionnaires

About you: To be successful in this role, you require:

  • Minimum BA/BS required with 5 years of government or corporate experience, or without Bachelor degree, 10+ years extensive experience in the applicable area preferred

  • Strong contracting strategy approach with the ability to assess situation, collect data and deliver well thought out recommendations

  • Demonstrated leadership skills; ability to project manage complex Government contracts from beginning to end

  • Proven track record to quickly establish credibility, trust, and support within all levels of organization

  • Strong customer-centric skills, and able to adapt to customer needs while maintaining protection of BD’s interests

  • Strong communication and organizational change experience; must have the ability to develop, present and defend ideas and strategy to internal leaders and partners

  • A high level of comfort with Excel and Salesforce.com

Preferred Skills:

  • Experience with FSS, GSA, and/or DAPA contracts

  • Experience with handling contracts through the contract lifecycle

  • Experience partnering with Sales on contractual negotiation

  • SalesForces.com experience to include reporting

  • Power BI experience preferred

  • Strong Excel Skills (V lookups, pivot tables, etc)

  • Experience with FAR, DFARS, and/or VAARs clause reviews

  • Experience with federal solicitations

There are many factors, such as location, that contribute to the range displayed. The salary offered to a successful candidate is based on experience, education, skills, and actual work location. Salary ranges may vary for Field-based and Remote roles. ​

$104,900.00 - $173,000.00 Base + Incentive

This role is considering all qualified candidates, including transitioning service members. The BD SkillBridge Fellowship Program provides opportunities for transitioning service members to gain valuable civilian work experience through individual Fellowships during their last 6 months of service, for up to 180 days.

SkillBridge participants are not eligible for compensation or benefits from BD, as they continue to receive military compensation and benefits as active-duty service members.  After successful completion of the program, there may be an opportunity to be considered for a full-time position, depending on business needs.

SkillBridge Requirement:

•Must meet all Department of Defense SkillBridge Eligibility requirements and be approved to participate in the SkillBridge program with your military installation command. ”
