Position Title: Refugee Foster Care Case Manager

FLSA Classification: Non-exempt

Full or part-time status: Full-time

Department: Migration and Refugee Services

Reports to: Refugee Foster Care Case Management Supervisor

Hiring Range: $18.00-$23.00/hr. DOE

Primary Function of Position

Assume primary responsibility for ensuring the service delivery system is responsive to all the needs of each refugee youth during the service period. Provision of case management services as outlined in the USCCB/MRS cooperative agreement, Reception and Placement regulations, state and federal regulations, and compliance with Catholic Community Services Migration and Refugee Services Program policies and procedures. Provides all services in a manner that will facilitate self-sufficiency within the service period.

Major Position Responsibilities

  1. Progress Assessment: Assess and document the youth's progress in placement, independent living skills, academic development, and cultural adjustment. Set up necessary support.
  2. In-Home Visits: Complete monthly in-home visits with every foster youth assigned.
  3. Conflict Resolution: Handle conflict resolution and crisis management.
  4. Reporting: Prepare court reports and service plans promptly and attend all court hearings.
  5. Meeting Participation: Attend regular weekly staff meetings and monthly case management meetings.
  6. Documentation: Document youth-related events, case coordination, agency interactions, and interagency coordination efforts.
  7. Federal Reporting: Submit all federal reports documenting changes and annual outcomes.
  8. Collaboration: Collaborate with clients, foster parents, and other service staff to provide and refer best practice services.
  9. File Maintenance: Maintain case files in compliance with all state and federal regulations.
  10. Other duties as assigned.

Work Environment

  1. Work will be performed primarily inside but will occur in youths' homes, places of employment, educational institutions, and other locations as needed, in addition to being performed in an office.
  2. Driving is required for this position.

Physical Demands

  1. Work requires sitting and standing for long periods, wal king moderate distances, driving, and occasionally assisting youth with physical activities such as carrying groceries or household supplies.

Skills, Knowledge, and Abilities

  1. Bilingual: Fluency in Spanish is preferred.
  2. Independent Work: Ability to work independently in a safe and appropriate manner.
  3. Problem-Solving and Prevention: Demonstrates both problem-solving skills and the ability to prevent issues.
  4. Sensitivity to Needs: Displays sensitivity to the needs of youth, foster families, CCS staff, volunteers, and others.
  5. Time Management: Recognizes time as valuable and responds promptly to needs.
  6. Timely Work Performance: Consistently performs work assignments in a timely manner and adheres to deadlines.
  7. Communication: Strong oral and written communication skills in English.
  8. Confidentiality: Must maintain strict confidentiality.
  9. Computer Skills: Proficiency in computer skills required for the position.
  10. Personal Qualities: Openness, respect, compassion, and graciousness when assisting youth.
  11. Cultural Competency: Demonstrates cultural awareness and a willingness to learn from diverse cultures.

Education, Training, and Experience

  1. A bachelor's degree in social work or a related field or equivalent experience.
  2. Experience with multicultural populations and the refugee community.
  3. Experience working directly with teenagers is preferred.

Background Screening Requirement

  1. Must be able to pass a national BCI/FBI background check.

Licenses, Certifications, and Credentials

  1. SSW or CSW preferred.
  2. Current Utah driver's license, proof of auto insurance with minimum policy liability limits of $50,000 per person and $100,000 per incident, 21 years of age or older, a clean driving record, and ability to meet CCS vehicle safety requirements.

Position status and expected schedule

  1. This position is full-time (40 hours per week) and non-exempt.
  2. The general schedule will be worked Monday through Friday between 8:30 AM and 8:00 PM. Rotating weekend on-call schedule 3-4 times a year.
