Center Background: The University of Utah Population Health Center aligns the full strengths of the University, the State, and the Community to create sustainable population health models and address unmet needs driving health disparities in some of University of Utah Health’s most at-risk patient populations. The Center also serves as a “learning lab” for novel care models aiming to improve outcomes and decrease the total cost care for well-defined University of Utah Health patient populations. The Intensive Outpatient Clinic, the Newcomer Clinic, and the Rose Park Student-Involved Clinic make up the Center’s current clinical programs with ongoing efforts to develop deeper ties with the on-site School of Dentistry Clinic and Department of Psychology to support oral and behavioral health integration.

A brief description of each clinic is included below:

Intensive Outpatient Clinic ( IOC ): Provides high-quality, cost-effective primary care & behavioral health services to a targeted medically and behaviorally complex patient population under a Medicaid value-based arrangement.

Newcomer Clinic: Provides refugee health screenings and continuity visits for approximately 75% of the State of Utah’s incoming refugee populations.

Rose Park | Student-Involved Clinic: Integrates University learners into a primary care practice to provide exceptional access to clinical services for patient populations in the neighboring communities.

The Center is also evaluating additional novel clinical programs and aligned community partnerships to sustainably enhance existing programs and to expand high-impact and financially sustainable service offerings for new, targeted patient populations.

Responsibilities

The Office of Population Health at University of Utah is seeking a Center Manager to provide administrative and operational oversight for clinics and programs at the University of Utah Population Health Center. This position is responsible for planning, organizing, and controlling all internal operations of the Center. This position is responsible for managing budgetary information and business objectives, including the human resources, financial management, clinic operations, and customer/patient services of the Center. In support of the organization’s goals and mission, the incumbent supports the Chief Population Health Officer and Administrative Director in leading the functions of the Center – acting as a catalyst between the Office of Population Health, the Center’s clinical and non-clinical programs, and the Center’s university, state, and community partners to ensure continuity and quality of service and care. The Center Manager works directly with Center leadership to ensure patient safety, quality of care, and the financial success of each program.

  • Manages and promotes continuous process improvements in assigned area(s).

Performance Management

  • Responsible to provide staff feedback on performance, including on-time appraisals and coaching.

  • Responsible to deal with conflicts in a proactive manner and to reach resolution in a timely manner.

Building Relationships

  • Forms positive relationships with staff, peers, and senior leadership to support the mission, vision, values, and performance standards of the organization.

  • Actively engages staff with updates and news as well as involving staff in decisions and work teams. Provides feedback and recognition when appropriate.

System Engagement:

  • Positively contribute and collaborate as a member of the Office of Population Health and other committees addressing various strategic outcomes and initiatives.

  • Understand complex processes and roles within an integrative care organization, with the ability to work collaboratively within the clinic and across the overall organization.

  • Identify and expertly navigate challenging conversations with peers, staff and leadership throughout the organization.

Minimum Qualifications

Bachelor’s degree in a related area or equivalency (one year of education can be substituted for two years of related work experience). Four to five years of progressively more responsible management experience. Background knowledge of hiring department’s area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department. Completion of provided supervisory training within one year of employment may be required.

Master’s degree in a related area may be preferred.

Preferences

One year of experience in a supervisory capacity.

Applicants who have a current license to practice as a Registered Nurse in the State of Utah may be preferred.
