Nuclear Regulatory Commission Branch Chief in Rockville, Maryland

Summary This position is located in Office of the Chief Financial Officer (OCFO), Division of Budget (DOB), Funds Control and Analytics Branch (FCAB). The supervisor is Linda Yee. This position is Non Bargaining Unit. This position is subject to Confidential Financial Disclosure and security ownership restriction reporting requirements Responsibilities The successful candidate will be responsible for oversight and management of all aspects of the agency budget formulation process. Such duties include but are not limited to: Serves as the Branch Chief of the staff of the Funds Control and Analytics Branch and in that capacity carries out the duties and responsibilities of the Branch. Establishes and plans routine work assignments to be accomplished and conducts performance evaluations of branch members. Ensures the accuracy, timeliness, and completeness of work. Provides advice, counsel, or instruction to employees on both work and administrative matters. Identifies and facilitates the development and training needs of employees. Provides on-the-job training for new employees, as required. Finds ways to improve operations or enhance the quality of the Branch’s work. Executes and plans program requests for an agency’s budget for no less than three (3) budget process cycles concurrently. Manages, supervises, and coordinates the Branch's completion of diverse activities centered on budget execution, administrative control of funds, and related analysis. Monitors and executes budget authority, funds balance, obligations and expenditures for various accounts. Monitors expenditure of funds for contracts, interagency agreements, salaries and expenditures, and other transactions. Determines the disposition of reimbursements, transfers of funds and appropriations to ensure compliance with regulatory and policy requirements. Conducts reconciliation and analyses to support agency decisionmakers on budget matters with respect to both current execution year and out years. Performs financial analyses to support decisionmakers on proposed or expected programmatic changes and to support scenario planning. Administers administrative control of appropriated and non-appropriated funds for the agency to include apportionments, allotments, and allowances. Monitors legislation, regulations, and policies issued by Congress and Office of Management and Budget (OMB) related to the preparation, execution, and submission of the budget and analyzes their impact on the agency budget formulation process. Furnishes technical advice and assistance in the interpretation of Federal guidance and regulations as it relates to the execution of the budget, not limited to OMB Circular A-11 and Executive Orders. Develops and presents recommendations to senior-level NRC management, particularly OCFO, on a wide variety of policy, budget, and administrative issues. Communicates both orally and in writing on status of funds, resource reviews, and varied administrative and complex financial problems with representatives of other OCFO divisions, NRC offices, senior agency leaders such as the Executive Director for Operations and the Commission, and the Commission. Interacts frequently with senior agency leaders such as the Executive Director for Operations and the Commission, OMB, and the Congressional Hill on matters related to execution of the agency budget. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: Demonstrated knowledge and experience in execution of the Federal budget and policies and procedures related to administrative control of funds. Demonstrated ability to conduct complex analyses of large datasets and information, and knowledge of financial systems, computer systems, data management systems and software sufficient to generate reports and present complex financial data. Demonstrated ability to communicate and present programmatic and financial information, ideas, advice, and recommendations in a clear, concise, and logical manner, both orally and in writing. Demonstrated ability to provide project management initiative and leadership to work effectively and efficiently in handling multiple assignments with competing priorities, often under considerable pressure to meet deadlines. Demonstrated ability to establish and maintain effective work relationships and effectively communicate, both orally in writing, to coordinate and manage relationships with skill sufficient to motivate, direct, coordinate, and evaluate the efforts of a diverse team. SPECIALIZED EXPERIENCE is defined as: knowledge and experience performing budget planning and execution, administrative control of funds, preparing financial summaries, briefs, narratives, and reports on status of funds and resource reviews, and progress of goals; handling large datasets and delivering complex financial analyses; researching, interpreting, and applying Federal laws and regulations as it relates to the preparation and submission of the budget; leading complex projects, as well as collaborating with stakeholder groups. Education Additional Information The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
