Plans program efforts of an organization's activities. Develops information on budget status, workforce

level, equipment availability, and other company capabilities. Determines customer requirements and

translates these requirements into organizational plans.

  • Assist Program Manager in directing all phases of programs from inception through completion.

  • Effectively communicate with the IPT daily to ensure efficiency of production activities required to meet program schedule and cost objectives.

  • Assist Program Manager with cost, schedule and technical performance of company programs or subsystems of major programs.

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

  • Leads a cross-functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed.

  • Ensures program-wide focus on safety, quality, cost, and schedule.

  • Establishes milestones and monitors adherence to master plans and schedules.

  • Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

  • Manages manufacturing operations and subcontractor actions and performance.

  • Controls expenditures within limitation of project budget.

  • Develops and manages performance metrics on assigned programs to drive continuous improvement.

  • Develops and delivers presentations to management, and other program stakeholders.

  • Performs Risk and Opportunity Management.

  • Excellent interpersonal skills with ability to assist Program Manager in managing a project team daily and communicate effectively with leadership regarding status, awareness's, and escalations.

  • Ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.

  • Ability to assist Program Manager at initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program and contractual requirements and stakeholder expectations.

  • Ability to resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers and within the organization.

  • Critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks.

  • Impeccable ethics in business conduct; ability to lead by example and foster ethical behavior at all times.

Basic Qualifications:

  • For a Level 2: High School Diploma or equivalent (GED) and at least 8 years of applied experience OR a Bachelor's degree with at least 4 years of relevant experience OR a Masters degree with at least 2 year of experience.

  • For a Level 3: High School Diploma or equivalent (GED) and at least 10 years of applied experience OR a Bachelor's degree with at least 6 years of relevant experience OR a Masters degree with at least 4 year of experience.

  • Basic proficiency in Microsoft Excel, PowerPoint, and other relevant software

  • Ability to work collaboratively in a team environment and build string working relationships with colleagues and stakeholders

  • Ability to adapt to changing priorities and work effectively in a fast paced environment

  • Must be a US citizen and able to obtain a secret clearance.

Preferred Qualifications:

  • Direct work experience with Department of Defense Government and Major Prime Contractors (Northrop Grumman, Lockheed Martin, Raytheon, Boeing, etc.)

  • Experience with manufacturing of DOD products.

  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

  • Strong analytical and quantitative skills, with the ability to analyze complex data, draw meaningful conclusions, and make recommendations based on findings.

  • Solid understanding of financial principles, including financial modeling, budgeting, forecasting, and variance analysis

  • Excellent verbal and written communication skills, with the ability to present complex information clearly and concisely

  • Strong attention to detail and accuracy in work, with the ability to identify errors and inconsistences in data and reports

Salary Range: $68,500 - $102,700

Salary Range 2: $84,200 - $126,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
