Job Description

The Educational/IT Specialist role at MCCMOS encompasses providing technical support in educational and information technology domains, ensuring the seamless operation of information and learning management systems. This entails upholding digital system security standards, staying abreast of evolving directives, offering guidance, and formulating local policies in alignment with security protocols. Additionally, the Specialist identifies policy infractions, proposes remedial measures, and oversees the development, review, endorsement, and upkeep of network and system Certification and Accreditation documentation.  Integral to the role is maintaining functional communication technology across various platforms. The Educational/IT Specialist operates under the guidance of the MCCMOS Project Manager, coordinating efforts to sustain optimal functionality and performance throughout the technological infrastructure.

Essential Duties and Responsibilities

Provide expert technical support for the maintenance and management of the MCCMOS IT Network and associated systems, including:

  • MCCMOS Learning Management System (LMS) - Moodle

  • MCCMOS SharePoint sites, servers, and local area network (LAN)

  • MCCMOS MCTIMS Academic module administration and updates for the Student Registrar and Curriculum Management Modules

  • MCCMOS SharePoint and MS Teams sites

  • MCCMOS Instructor training records in support of the MCCMOS Instructor Development Program

  • Marine Civil Information Management System (MARCIMS)

     Develop and deliver educational technology training materials (tutorials) for MCCMOS faculty and staff, both through in-person sessions and electronically.

Collaborate with the MCCMOS Academics Manager and other technicians to support technical aspects of course development within the MCCMOS Network, including course organization, database management, and design.

Establish and maintain a tactical network, ensuring compliance with local and high headquarters policies on patching and software updates. Maintain thorough system documentation and certification.

Serve as the primary point of contact for submitting trouble tickets and managing technical issues such as bug fixes, upgrades, and routine maintenance.

Manage MCCMOS MARCIMS equipment, ensuring proper patching, operational status, and adherence to local policies and practices.

Oversee the MCCMOS Audio Visual system, including recorded classes and courses.

Coordinate Video Teleconferences and Virtual training courses with external organizations.

Conduct preventive maintenance checks and services (PMCS) on IT equipment, including servers, computers, AV systems, cell phones, and tablets to ensure readiness for upcoming training courses.

Perform patching and software updates on servers, computers, cell phones, and tablets, ensuring they are up-to-date with the latest firmware and security patches.

Ensure IT considerations are integrated into the command’s disaster management and force protection plans, and develop necessary continuity of operations plans (COOP) for IT-related capabilities.

Assist in the IT equipment capability procurement plan by identifying and validating IT equipment capability gaps.

Maintain strict accountability of IT-related equipment and ensure proper disposition and documentation of assets.

Assist in the proper disposal of IT-related equipment upon the end of its service life.

Qualifications

Education

  • Associate degree in technology preferred or three years of experience in an IT-related field

  • CompTIA Security Plus or complete certification within six months of hiring 

Experience

  • Minimum of five years experience supporting military training and education. 

  • Minimum of three years of IT experience is desired.  

Required Knowledge, Skills, and Abilities

  • Experience creating learning materials (guides, tutorials) for student and faculty users

  • Ability to multitask, balancing scheduled technical requirements and ad hoc support requests

  • Proficiency in Windows MS Office, MS SharePoint, Redhat/Linux, and VMWare vSphere

  • Proficiency with Android OS and advanced operation of Samsung phones and tablets

  • Establishment and management of remote networks/servers, adding computers, printers, and providing onsite technical support during training exercises

  • Understanding of Department of Defense (DoD), Department of the Navy (DoN), and Marine Corps (USMC) information processing standards, policies, and procedures

  • Knowledge of configuration management techniques for documenting and controlling system characteristics

  • Skill in applying IT security principles and methods, including updating contingency or disaster recovery plans

  • Understanding of requirements for certification and accreditation of systems and networks

  • Development and execution of plans associated with configuration management of IT assets

  • Utilization of software metrics for status accounting and change management

  • Control of changes made to an operational baseline within IT system development and integration life cycles

  • Evaluation of equipment characteristics, capability gaps, and requirements to provide advice and assistance to managers

  • Understanding of systems design and development techniques, and ability to relate project aspects to organizational needs

  • Identification of needed network system modifications and alignment with network and user requirements

  • Knowledge of work processes, data models, and operating procedures applicable to network operations

  • Familiarity with state-of-the-art practices of data automation for advising on application system development and problem resolution

  • Knowledge of DoD, DoN, Marine Corps, TRNGCMD, and TECOM policies, procedures, regulations, and requirements related to security

  • Ability to independently review, analyze, and resolve security problems using a wide range of security concepts, principles, and practices

  • Understanding of systems analysis and design techniques, including data and process modeling, for advising on proposed applications and designs

  • Knowledge of DoN and Marine Corps’ computer equipment configuration and system software capabilities and limitations for coordinating network and telecommunications projects.

  • Daily travel in the local area during the workday (including the use of a personal vehicle)

  • Required to sit or stand for extended periods of time and maintain focus.

  • May be required to lift, carry, and move computers and associated equipment.

  • Skillbridge Internships will be considered.
