Indian Health Service IT Specialist (Data Management) in Phoenix, Arizona

Summary This position is organizationally located in the Quality Assurance and Performance Improvement Department. Incumbent serves as Clinical/Administrative Applications Software and Data Management Coordinator who is responsible for the design, documentation, development, modification, testing, installation, implementation, and support of new or existing Performance Improvement application(s) software. This position is located at the Phoenix Indian Medical Center in Phoenix, Arizona. Responsibilities This position is being re-advertised to solicit additional applications. Responsible for the overall planning, design, direction, implementation, troubleshooting, and support of the software databases that support organizational clinical quality of care, risk management, and program management. Works with the Chief Quality Officer (CQO) to formulate and develop clinical and/or administrative databases and with other healthcare professionals to test applications. Analyzes and evaluates clinical and administrative processes related to information flow and determines and makes recommendations for the need of revisions in operational procedures or computer database software packages. Evaluates new applications software technologies. Analyzes and defines data requirements and specifications. Maintains, monitors, performance tuning, backup, and recovery of databases. Installs, configures, and maintains database management systems software. Analyzes and plans for anticipated changes in data capacity requirements. Develops and administers data mining and data warehousing programs. Evaluates and provides recommendations on new database technologies and architectures. Provides inputs for status briefings to leadership, outlining assigned programs, projects, problems, and recommended resolution. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Basic Requirements: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: GS-2210-12:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Analyzing and refining system requirements, determining technical design and structure of enterprise application services. Planning, documenting, assessing, managing, and enacting the enterprise-wide support for the IT integration services; among stakeholders and organizations. Providing oversight of enterprise software application portfolio management of health information/data, custom software applications, including physical and virtual servers, network devices, network protection devices, host operating systems, client operating systems, security services, monitoring services, web, application and database server software. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
