Insight Global Chief Engineer in Philadelphia, Pennsylvania

Job Description

Insight Global is searching for a Chief Engineer for their large transportation client. This individual will be responsible for leading an integrated approach to infrastructure maintenance, capital construction, and projects of significance, including new vehicle procurements. Ensures consistency in the delivery of capital program and allocating resources between maintenance and capital.

  1. Enforces safety regulations and implements safety programs.

  2. Establishes divisional goals, policies and programs designed to support and improve overall Authority-wide cleanliness for both customers and employees.

  3. Improves the overall performance of the Engineering & Capital Construction Department by reviewing results, performance against goals, and instituting changes in conjunction with the Authority's short and long-range plans.

  4. Fosters a collaborative and ensures that employee morale is high and that employees are dealt with fairly and equitably in compliance with labor agreements, and Authority Policy.

  5. Plans and implements the annual divisional budget, ensuring adherence to the budget goals.

  6. Directs the activities of all infrastructure and facilities engineering professional staff and all assigned infrastructure maintenance staff, consultants, force account personnel and contractors in all phases of planning, design, engineering, construction, and regular maintenance of the Authority's infrastructure.

  7. Directs the advancement of capital projects consistent with schedules and budgets. Stays abreast of key developments and resolves issues as they arise.

  8. Oversees the new vehicle procurement process, ensuring the timely delivery of bus and rail fleets. Coordinates the development of a long-term plan for vehicle procurements.

  9. Ensures the development and motivation of a trained workforce in the variety of skilled trades.

  10. Oversees the determining of what engineering and construction programs are to be carried out, to ensure and permit safe and efficient operation of the transportation services.

  11. Oversees and expands the Project Management Delivery Office, focusing on both projects of significance and special event planning.

  12. Coordinates activities with internal stakeholders as well as with City, County, State and other agencies, including AMTRAK, CSX, and Norfolk Southern Railroads. Will have regular interactions with PennDOT, the Federal Transit Administration and the Federal Railroad Administration.

  13. Ensures the Capital Program stays compliant with Federal, State, and local rules and regulations related to railroad, rail transit and Transportation related facilities.

  14. Performs other such tasks as directed by the Chief Operating Officer or General Manager/Chief Executive

Skills and Requirements

Bachelor's degree in engineering

15+ years of progressively responsible engineering, maintenance, project management experience

transit or transporation infrastructure systems experience

Must have ten (10) or more years relevant engineering project management experience within transit or transportation infrastructure rehabilitation or new construction to include a significant leadership role in at least one major design and construction program in the $75MM and over range.

Registered Professional Engineer's License (PE) in the Commonwealth of Pennsylvania

Valid Driver's License null
