Indian Health Service Supervisory Contract Specialist (OPEN UNTIL FILLED) in Oklahoma City, Oklahoma

Summary This position is located in the Office of Environmental Health and Engineering, Oklahoma City Area Office, Indian Health Service. The purpose of this position is to serve as a Supervisory Contract Specialist responsible for pre-award, post-award, and close-out functions including price/cost analysis, negotiation, and contract administration for construction services, supplies, and equipment. The incumbent reports directly to the Chief Contracting Officer for Oklahoma City Area. Responsibilities Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data. Develop strategic plans to define requirements, establish acquisition plans, and to give advice and recommendations on data that should be included in the procurement request. Prepare solicitation, assist in analyzing quotes and proposals, and conducts responsibility reviews. Plan and conduct negotiations on price, technical requirements, and terms/conditions of the contract. Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports. Plan and assign work to be accomplished by subordinates, sets and adjusts short-term priorities, and evaluates work performance of subordinate staff. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENTS FOR GS-12: Education: A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform sealed bid and negotiated acquisition procedures; cost and price analysis sufficient to review contract proposals and bids; and a wide range of contract types and complexities (such as various fixed-price, cost reimbursement, Indefinite Delivery Indefinite Quality, fixed fee or other cost type contracts, price changes, source selection, determination of competitive range, and negotiations with a competitive range) to plan and carry out the procurement and recommend award. Review contracts to determine if they are in accordance with regulations and statues applicable to the Service Contract Act, Davis-Bacon Act, and small business procurement opportunities, and of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). Qualifications for initial cutoff date must be met by 03/06/2024, with subsequent cut-off dates at 2-week intervals until position is filled. Education This position has an education requirement. Additional Information *A relocation incentive up 25% of salary may be authorized if you are a current federal employee. At least a one year service agreement will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. This position has no promotion potential.
