Summary/General Description of Responsibilities :

Responsible and accountable for the proper supervision, administration, execution, and oversight of the Civil Engineering (CE) Services contract facilities and infrastructure operations and maintenance (O&M) programs. Provides leadership and technical and professional direction and guidance to an in-house workforce through Superintendents and Supervisors responsible for O&M functions in the areas of service call operations; work request management; work order allocation; self-help support services; facility maintenance and repair; infrastructure maintenance and repair; central plant operations and maintenance; pest management; demolition support services; maintenance engineering services as well as building automation systems & retro-commissioning Guides supervisors in work prioritization, implementing cost effective measures to work execution and in making decisions regarding work quality. In consultation with the Operations Manager, develops and implements processes, procedures and initiatives to effectively and successfully execute O&M contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies. Applies leadership principles to promote employee development, creative thinking, empowerment, and open communication.

Essential Duties & Job Functions :

  • Assists the Operations Manager in performing all necessary management functions in order to plan, implement, track, report, and deliver the required O&M services described in the Performance Work Statement (PWS).

  • Coordinates availability and application of resources for performance of all in-house work approved and authorized for accomplishment by the Tinker AFB (TAFB) Civil Engineer (CE) Operations Division.

  • Leverages resources and develops and employs engineering planning methods and techniques to accomplish installation-wide maintenance repair and minor construction work.

  • Monitors all O&M work in progress and recommends adjustments to work and/or staff to meet variable workloads and/or changes in work and schedules which cannot be accurately predicted.

  • Reviews work schedules and provides recommendations as needed to work schedules and long- and short-range work plans.

  • Provides technical and professional expertise, advice, and opinions on work requirements of significant depth and complexity.

  • Plans and formulates work plans, organizes tasks and reviews utility and maintenance data to determine efficiency and effectiveness and to ensure successful contract performance.

  • Recommends courses of action and alternatives to avoid problems in the contract.

  • Coordinates maintenance, repair, and new construction activities and schedules with on base organizations.

  • In conjunction with the Operations Manager, reviews, initiates and provides recommendations on subordinate requests for classification and recruitment action, interviews and makes selections to fill vacancies and reviews and approves subordinate selection. Exercises disciplinary control and endeavors to resolve formal and informal grievances. Ensures accomplishment of on-the-job as well as formal training. Keeps subordinates informed of company personnel programs and actively supports affirmative action objectives.

  • Selects or contributes significantly to the selection of subordinate supervisors. Hears group grievances and serious employee disciplinary cases (i.e., those proposing suspension and removal) and recommends approval or change to higher-level management. Recommends disciplinary action involving key employees. Recommends training requests, estimates and justifies resources needed to accomplish plans recommended for approval to higher-level management. Exercises position management responsibilities, assuring subordinate job descriptions are current and accurate and subordinate positions are designed and structured to ensure optimum efficiency, effectiveness, and economy.

  • Provides direct oversight/guidance to/for the Maintenance Engineering Function.

  • Participates with other staff elements in and outside the organization (i.e., base activities and tenants) to assure integration of the CE Operations Division engineering mission with other related activities.

  • Ensures project goals/objectives and contract obligations are met, and sound business practices are appropriately and consistently applied.

  • Works closely with the PM and Operations Manager on budget development, execution and reporting. Interfaces daily with O&M supervisors to ensure their respective departments are effectively and efficiently administered at or under approved budgets.

  • Oversees and monitors O&M related subcontracted services. Ensures services are performed in conformance with subcontract requirements.

  • Develops and maintains good working relationships with contract customers, subcontractors, and suppliers.

  • In conjunction/synchronization with the Operations Manager, establishes and administers local operating policies and procedures consistent with various TAFB CE and corporate policies, procedures, standards, requirements, and expectations. Develops and implements SOPs relating to O&M responsibilities.

  • Maintains a positive and energetic attitude in order to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.

  • Ensures compliance with existing Union Collective Bargaining Agreements in the execution of contract requirements.

  • Reviews proposed department purchases, financial transactions and obligations and makes recommendations to the Operations Manager.

  • Conducts direct report performance evaluations; planning, assigning, and directing work; rewarding and disciplining employees; addressing employee complaints; and resolving personnel/task conflicts/problems.

  • Ensures a safe work environment for all employees free from Harassment, Intimidation, Retaliation, or Discrimination.

  • Makes recommendations to the Operations Manager regarding hiring and termination of Operations personnel in accordance with corporate policies and procedures and Union Collective Bargaining Agreements.

  • Works with the Operations Manager to ensure contract deliverables are accurately prepared and submitted timely and in accordance with contract requirements.

  • Works with the Operations Manager in developing recovery plans for activities not meeting contract or TAFB CE/CONS requirements and expectations.

  • Responsible for implementing and maintaining an effective vehicle and equipment management and maintenance program that ensures proper tracking of all company and Government provided assets, vehicle/equipment utilization, scheduling of maintenance functions, inspection of assets, etc.

  • Interacts with various TAFB CE offices and personnel as required in order to maintain effective communication exchange and positive relationships.

  • Actively participates and supports Health, Safety, and Environmental requirements/issues to ensure compliance with regulatory requirements and obligations specific to the contract.

  • Actively demonstrates safety management leadership and commitment by developing, implementing, monitoring, and improving initiatives focused on safety performance. Supports, develops and implements safety strategies and programs to reduce injuries and avoid losses.

  • Actively demonstrates quality control leadership and commitment by participation and improvement to the Quality Control Program.

  • Exercises sound business practices/methods and ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.

  • May perform other duties as assigned by supervisor.

Accountable for:

  • Actively demonstrating leadership and commitment to safety, quality control and Operations performance through assisting in developing, implementing, monitoring, and improving initiatives focused on contract performance under the direction of the Operations Manager, Deputy Project Manager and Project Manager.

  • Completion of all reports, correspondence, and communications required by the Operations Manager.

  • Timely completion, accuracy, and quality of all work in performance of the O&M functions of the contract.

  • Adherence to O&M contract requirements, corporate and TAFB policies and procedures, employment law, and all safety, health, and environmental regulations.

  • Leading by example by abiding by policies and procedures to include Rules of Conduct.

  • Maximizing resources (staffing, funding, tools, and equipment) within a constrained environment to meet customer requirements.

  • Working closely and harmoniously with employees.

Job Requirements (Education, Experience, & Professional Association) Mandatory:

  • Current state driver’s license, acceptable driving record, and proof of valid insurance.

  • Bachelor’s degree in management, project or business administration or equivalent experience with increasing levels of management in an Air Force Civil Engineering Squadron or comparative organization with a broad range of facilities and infrastructure maintenance and repair activities.

  • Proven record of accomplishment of successful management with a minimum of ten (10) years of increasing levels of management in facilities maintenance and repair on a DoD installation and/or other federal Government contract or operation in the areas of facilities maintenance and repair.

  • Ability to obtain and maintain Secret security clearance.

  • Strong knowledge of DoD or other federal Government contracting, FAR, and related terms/regulations.

  • Possess excellent writing, verbal communication, interpersonal, and organizational skills.

  • Experience demonstrating hands-on proficiency with personal computers and with MS Office Software Suite (Excel, Word, PowerPoint, and Outlook).

  • Knowledge of and experience with unions and Collective Bargaining Agreements.

  • Experience working in a multi-cultural environment.

  • Proven experience leading, managing and directing a large (greater than 150 personnel) multi-specialized workforce (electricians, plumbers, HVAC, equipment operators, laborers, etc.).

  • Proven management skills needed to manage resources, schedules and costs in a FFP environment.

  • Ability to obtain and maintain a U.S. Government National Agency Check clearance.

  • Good working knowledge of DoD or other federal Government contracting, FAR, and related terms/regulations.

  • Sub-professional engineering knowledge and broad background in construction principles, methods and techniques.

  • Working knowledge or prior experience with U.S. Air Force Civil Engineering operations.

  • Knowledge of health, safety, and environmental requirements as outlined in applicable regulations, standards and/or technical orders.

  • Experience showing excellent written and oral communication skills to express ideas and ability to communicate at all levels in a diverse organization.

  • Experience showing excellent interpersonal skills to work well within a team environment with a customer-focused approach and aptitude for continuous improvement serving internal and external customers.

  • Experience showing outstanding organizational skills to ensure an efficient operation, meet deadlines and handle multiple high-level tasks.

  • Experience showing superb analytical and problem-solving skills to be able to analyze, interpret and apply information and procedures, and to be able to define problems, collect data, establish facts, and draw valid conclusions.

Preferred:

  • Degree in engineering/science field, management, financial, or contracting.

  • Ten (10) plus years of progressively responsible experience in facilities maintenance and repair on a Department of Defense (DoD), U.S. Air Force Civil Engineer federal Government contract or operation.

  • Prior U.S. Air Force Civil Engineer Operations Flight Chief or Flight Superintendent.

  • Direct knowledge of and hands-on experience with unions and Collective Bargaining Agreements and U.S. Department of Labor employment law (regulations/terms and Fair Labor Standards Act).

  • Strong knowledge of U.S. Department of Labor regulations/terms (e.g., Davis-Bacon Act McNamara-O'Hara Service Contract Act and Fair Labor Standards Act).

  • Proven experience leading, managing and directing a large (greater than 150 personnel) multi-specialized workforce (electricians. Plumbers, HVAC, equipment operators, laborers, etc.).

Physical Demands:

While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, balance, stoop, kneel, crouch or crawl. The employee must be able to hear and speak. Work is performed indoors and outdoors. Outdoor work is subject to temperature extremes and inclement weather conditions. The employee must occasionally lift up to 50 pounds. Lifts exceeding 50 pounds will be accomplished with two-man teams and using appropriate safety equipment to efficiently accomplish the task. The employee must be able to work in confined spaces or at heights of 120 feet (such as in a manlift/boom lift). The employee is occasionally required to work other than normal duty hours, which may include evenings weekends and/or holidays.
