Kaiser Permanente SVP, Hospital System Operations in Oakland, California

Job Summary:

The SVP, Hospital System Operations, is responsible for optimizing hospital performance across all Kaiser Foundation hospitals. This hospital system executive will work collaboratively with market leaders responsible for hospital operations as well as national office and shared service leaders to accelerate decision-making, drive consistency and deliver industry leading performance across the system. This role is responsible for developing systems and structure to operate KFH-s 40 hospitals as a single acute care enterprise.

Organizational and operating priorities include:

  • Supporting the development and consistent adoption of hospital processes and systems that improve key operational areas including quality, safety, patient experience and cost.

  • Providing leadership and coordination to develop new care delivery and clinical effectiveness programs and models of care.

  • Developing consistent goals, targets and metrics, monitoring performance, identifying improvement opportunities and managing performance to ensure that all KFH hospitals achieve industry leading performance and reducing unwarranted variation in outcomes for our patients.

  • Optimizing the use of shared services across all KP hospitals.

Essential Responsibilities:

  • Drive hospital system excellence in the dimensions of quality, safety, experience and cost.

  • Drive consistency with hospital policies and standards for staffing/productivity, patient and worker safety, care without delay, care experience and other key operational and management practices.

  • Ensure that performance reporting systems and oversight processes surface relevant performance issues in a timely manner, including development of appropriate metrics required to strengthen the performance of the system.

  • Decrease unwarranted variation in performance outcomes by making improvement opportunities visible and working with market leaders to bring necessary support/SME resources to hospitals with performance challenges.

  • Enhance the infrastructure for identify and resolving performance issues, execute change and monitor performance across the enterprise.

  • Identify key system-wide performance opportunities and challenges. Work with market hospital leaders, as well as quality, clinical effectiveness and other operations leaders and experts to identify, design and spread successful practices to address these opportunities and challenges.

  • Design and manage a well-coordinated vetting and decision-making process to optimize shared services across KFH hospitals. Includes evaluation of opportunities to consolidate additional operational or clinical shared services across markets. Current scope of shared services includes:

  • Clinical technology (e.g. large volume pumps, call systems)

  • Facilities design and standards, including brand standards

  • HR programs and systems

  • IT - including informing hospital IT investments through CD- IP process

  • Supply Chain and Contracting

  • Delivery System Strategy and Planning (e.g. inform consistent hospital-specific capital planning assumptions)

  • Pharmacy

  • National emergency/incident command center

  • Peri-operative service line for KFH/HP - environmental and facility standards, national equipment standardization, asset utilization, member experience and safety, instrument compliance and sterile processing and productivity/workplace safety. Collaborate with medical group, nursing, quality and infection control.

  • National policies approval and accreditation oversight. Reports patient safety to QHIC

Basic Qualifications:

Experience

  • A minimum ten (10) years of experience in a senior operational leadership role in the managed care industry and/or in integrated delivery systems.

Education

  • Bachelor’s degree required OR four (4) years of experience in a directly related field

  • High School Diploma or General Education Development (GED) required

Additional Requirements:

  • Significant hospital leadership experience

  • Strong business acumen with demonstrated financial, operational and technical skills in driving and promoting safety, cost effective care and services

  • Has the requisite business planning, strategic and operational skills to achieve both short and long term goals, and stablishes fiscal discipline in their areas of responsibility

  • Demonstrated leadership capabilities, including but not limited to:

  • Developing constructive working relationships and partnerships with operational partners

  • Willingness to challenge the “status quo”

  • Excellent interpersonal skills (negotiation, listening and communication skills) characterized by effective interactions with a diverse range of internal and external constituents, stakeholders and audiences

  • Demonstrated ability to operate in complex situations and remain effective

  • Decisiveness, action-orientation, personal integrity. Capable of persevering in difficult situations.

  • Has an open, collaborative leadership style that promotes teamwork and partnership while achieving desired results.

Preferred Qualifications:

  • Master’s degree in health care administration or business strongly preferred

  • Management of 10+ hospitals in a regional or national system preferred

This position has a target base salary of $1,201,232.00 to $1,501,541.00 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
