ADEM is committed to responding quickly to the needs of the citizens of Arkansas during times of disaster, whether it be natural or man-made. All ADEM staff, regardless of position or title, serve a role in the State Emergency Operations Center (SEOC) to aide in response efforts.

ROLES AND RESPONSIBILITIES: The working title of this position is Preparedness Planner within the Preparedness and Response Section. The successful applicant will be responsible for the following job functions.

  1. Advise the Planning Branch Manager on all emergency management planning matters and provide program recommendations.

    1. Serve as the ADEM Planning contact for specific sections of the Arkansas Comprehensive Emergency Management Plan (ARCEMP) and for the continuity of operations plans for specific partner agencies.

    2. Serve as the Planning point of contact for assigned Arkansas Counties, and assist County Emergency Managers on their Emergency Operations Plan.

    3. Provides project management for Emergency Management Accreditation Program (EMAP) and assists with the development and implementation of standards, guidelines and subsequent plans.

    4. Interfaces with all other programs and program staff within ADEM and other local, state, federal, and private sector partners.

    5. This position requires ability to effectively communicate verbally and written with emergency management partners and stakeholders; and understand the many tools, lessons learned, recommendations, best practices and· other information to be successful.

    6. Ensures all state and federal programs are in compliance with all laws, regulations and policies.

    7. Performs other duties as assigned.

    PREFERRED QUALIFICATIONS: 1. Applicant must be available 24/7 /365 for disaster/emergency operations and will support the activation of the State Emergency Operations Center (SEOC) working extended shifts as necessary during response and recovery efforts.

    1. Applicant should have strong writing skills.

    2. Demonstrate qualities capable of promoting a professional team environment; and excellent customer service skills.

    3. Applicant must be able to develop, implement, and maintain emergency management and continuity plans, procedures, and other documents related to the Arkansas Comprehensive Emergency Management Plan(ARCEMP) and Operational Plans.

    4. Applicant must be able to communicate and present information to stakeholders and agency leadership; ability to consult and provide technical assistance; and have knowledge of the National Response Framework, National Incident Management Systems, Incident Command System Principles, and Emergency Management planning guidance.

    5. Applicant must be capable to comprehend, interpret, and apply regulations, procedures, and related emergency management information; ability to show and/or demonstrate knowledge and skills of gathering detailed information and summarizing this Information into reports and communication to others; and have extensive knowledge of Microsoft Office products.

    6. Applicant should know the purpose of CPG 101; the purpose of CGC-1 and should have knowledge of the NPG Core Capabilities and NRF Community Lifelines.

    MANDATORY QUALIFICATIONS: The applicant shall have an intermediate proficiency in Microsoft Office Products.

Summary

The Emergency Planner is responsible for providing assistance and guidance in emergency services to local officials of Emergency Services Programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Reads federal regulations concerning county emergency operation plans for wartime, man-made or natural disasters, informs county coordinators of what should be included in plans, and reviews proposed plans for completeness, accuracy, and compliance with federal regulations. Assists county coordinators in obtaining federal matching funds for implementing disaster programs, obtaining equipment, and establishing emergency centers by researching federal regulations relating to obtaining federal funds for disaster programs, informing county coordinators of the availability of federal matching funds, and assisting in the completion of required forms for federal matching funds. Provides information on emergency services to local groups by presenting lectures and films and answering questions. Contacts county judges and county coordinators at least twice each quarter by making appointments and driving to county offices in order to maintain rapport and provide information. Contacts various county officials and private industry leaders in the area to develop a list of resources available for use in the event of a disaster. Assists county coordinators in the identification of man-made disasters and in the coordination of disaster relief by determining methods and equipment needed and coordinating evaluation efforts, if necessary. Inspects damaged public structures to estimate costs of repair and reviews cost estimate forms for accuracy and compliance with federal regulations. Makes arrangements for One Stop Centers (Disaster Relief) including determining and disseminating information to appropriate organizations. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of state and federal laws and agency policies and procedures pertaining to emergency services programs. Knowledge of disaster equipment, shelters, plans, and programs. Ability to research regulations and determine resources available to county governments. Ability to develop and present training sessions and lectures on emergency services. Ability to review and recommend alterations in local emergency planning. Ability to assess emergency situations and determine appropriate action. Ability to communicate orally and in writing.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in business administration, public administration, or related field; plus two years of experience in a government, community organization, or related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

This position has a mandatory 6-month probationary period. This position also requires mandatory 5.50% contribution to the Arkansas Public Employees Retirement System.
