County of Montgomery Supervisor, Probate Clerk in Norristown, Pennsylvania

The Manager trains, supervises and assists the Front Counter Cashiers - Office Support Person VI and Accounting Tech II, the Inheritance Tax Clerk, Marriage License Clerk and the Micrographics Technician in their daily tasks.  This position is responsible for communicating updates, new developments, and staff assistance on all automation issues within the department and acts as liaison to the Orphans' Court Judiciary and bar, County IT Department, Software Provider, and  AOPC.      

Work is performed under the direction of the 1st Deputy in coordination with the 2nd Deputy.  Assignments require the use of analytical thinking and are carried out in accordance with legal and judicial regulations, functional and legal precedents and established policies.  The Manager supports the overall function of the office and assists in the determination of the work flow and responsibilities of all office staff.

Supervise, train and assist Inheritance Tax Clerks, Office Support Person VI and Accounting Tech II, the Micrographics Technician, and Marriage License Clerks in performance of daily duties.  Coordinate, train and assist all department staff in all automation issues.

  • Oversee all administrative duties and properly distribute workload in Inheritance Tax, Finance, Marriage License, and Micrographics sections;

  • Substitute where needed during staff unavailability or peak workloads throughout entire Register of Wills/Clerk of Orphans' Court department;

  • Involved in decisions regarding discipline and evaluations;

  • Screening all PA State Inheritance Tax Returns, Payments and County Forms to be processed only* *for Montgomery County decedents;

  • Daily processing and data entry of Probated PA State Inheritance Tax Returns and County Forms;

  • Assigning File Numbers and processing Inheritance Tax papers and payments for Non-Probated estates, researching and obtaining decedents domiciled address, only processing Montgomery County decedent forms and payments;

  • Daily preparation and verifying Bank Deposit for Montgomery County Inheritance Tax monies for State (Harrisburg) bank account;

  • Preparation and verification of Harrisburg State Monthly Report for Montgomery County Inheritance Tax monies. Processing and distributing required copies of report once signed by Register;

  • Daily filing of all Inheritance Tax Forms, County Forms and all State Assessments and State paperwork, keeping each estate file in order as Register of Wills is the "Office of Records" efficiently providing copies as requested from Public, Attorneys, etc.;

  • Daily mailing and/or faxing, as requested, documents for Harrisburg State Tax Examiners to aide in their audit;

  • Provide support to State Local District Office, Revenue Enforcement Collection Agents, per their request, for needed documentation to aide them in their collection efforts;

  • Researching Inheritance Tax Returns and Inheritance Tax paid on decedent estates on request for Public, Attorneys, Abstract & Tile Insurance Agencies, Financial Institutions for current and older estates for copies and Inheritance Tax Clearance, as requested, for Inter-County requests for Montgomery County decedents owning Real Estate in other PA Counties;

  • Screening Non-Resident Decedent Tax Papers and Payments, directing correspondents to correct Harrisburg contact for filing Non-Resident Inheritance Tax forms and payments;

  • Oversee training of all departmental supervisors and their staff on all automation updates as needed;

  • Substitute where needed during staff unavailability;

  • Interview and assist applicants for a Marriage License;

  • Input information for both parties as required in the Marriage License System;

  • Explain the process in detail to applicants;

  • Answer phones and questions from applicants and general public;

  • Open and date stamp all incoming mail, record and date stamp Duplicate Certificates to be s anned and filed;

  • Contact Archives for research/ordering licenses prior to 1989;

  • Contact with County, State, and Federal Employees for verification on applications and issued licenses;

  • Prepare Single Status Letters/Certify/Exemplified copies to be signed by Clerk of Orphans Court;

  • Send back all Incomplete Certificates to Couple or Officiants.
