Description

Oversees the personnel processing and financial accounts of the Office of the Norfolk Commonwealth’s Attorney.

Essential Functions

Essential functions include but are not limited to:

  • Process monthly reimbursement by State Compensation Board (SCB) through the online COIN system.

  • Load all personnel changes in SCB positions in COIN.

  • Input the yearly SCB budget into COIN system.

  • Liaison with HR personnel regarding payroll, benefits, job positions, etc.

  • Prepare Requisitions for new positions.

  • Process all new hire paperwork including Personnel Action Form (PAF) and benefits paperwork and then forward to Human Resources

  • Correct staff payroll issues as necessary

  • Process Payroll Verification Reports bi-monthly and verify payroll information is correct; Identify problems and take appropriate steps to correct.

  • Process any personnel change PSR's and forward to Human Resources

  • Review monthly Expenditure Summary for payroll.

  • Enter pay out of annual leave for SCB employees upon termination.

  • Monitor budgetary accounts by reviewing financial reports

  • Process invoice for payments to vendors, monitor payments received, assist vendors with payment questions.

  • Enter Journal Vouchers for transfer of funds within budget.

  • Process vendor payments.

  • Process per diem payments to employees.

  • Manage Asset Forfeiture account and maintain expenditure log.

  • Prepare Annual Certification Report and Sharing Agreement for Asset Forfeiture account.

  • Grants-prepare Ordinance for grant funding.

  • Forward Ordinance to City Attorney/City Manager for council agenda

  • Forward Statement of Grant Award, Revenue & Expenditure Summary, and Ordinance to Grants Management for account set up.

Education/Experience

  • Minimum of three years of relevant experience in accounting, financial management, and grant management required.

  • Graduate degree in accounting, human resources, business administration, or related field preferred.

Additional Information & Requirements

  • Proficient in Microsoft Office, with aptitude to learn new software and systems.

  • Excellent communication, interpersonal, and organizational skills.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
