City of Newport News ENGINEERING SPECIALIST, SENIOR (LINEAR ASSETS) in Newport News, Virginia

**[GENERAL STATEMENT OF RESPONSIBILITIES[ Under general supervision, this position is responsible for coordinating a variety of water utility drawings and related projects. Reports to Engineer Supervisor.

**[There are three (3) levels of Engineering Specialist distinguished by the level of work performed and the qualifications of the employee.

**[ESSENTIAL JOB FUNCTIONS[ Performs technical work and project management for water utility projects to conform to design specifications, site specific issues, and established accounting practices; prepares engineering drawings, maps and sketches using computer aided drafting, standard drafting and GIS tools; may maintain the record drawing inventory within a database for accuracy and easy accessibility; assists with preparing engineering agreements, construction contracts, specifications, technical reports and design specifications as well as proposals, contract bid documents, and change orders as required. Coordinates technical work with City, State, and Federal agencies, consultants, and contractors. Reviews site plans to identify potential conflicts; designs resolutions and creates Memorandum of Understandings to resolve. Conducts onsite meetings with citizens, outside agencies, contractors, or City personnel. Responds to and works to resolve a wide variety of customer complaints. Completes Council packages work orders, status reports and other related tracking documentation. Performs other duties as assigned.

**[REQUIRED KNOWLEDGE[ Water System Operations - Knowledge of federal, state and local regulations related to water system engineering. Engineering Technology - General knowledge of principles and practices of engineering technology. Knowledge of computer aided drafting and modern drafting tools for the production of drawings, maps and sketches. Knowledge of general principles of civil engineering. Project Management - Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects.

**[REQUIRED SKILLS[ Computer Skills - Utilizes a personal computer with AutoCad, word processing, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy. Interpersonal Relationships/Customer Service - Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations. Time Management Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.

**[REQUIRED ABILITIES[ Communication - Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation and review of engineering plans and specifications, reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally and in writing. Financial Management - Ability to perform arithmetic, algebraic, and statistical applications to perform purchasing and financial transactions. Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.

*[EDUCATION AND EXPERIENCE[: *[Engineering Specialist I[ - Requires a Bachelors Degree and 3-4 years of related experience, or an equivalent combination of education and experience.

[Engineering Specialist II - Requires a Bachelors Degree and 5-7 years of related experience, or an equivalent combination of education and exper ence.

**[Engineering Specialist, Senior[- Requires a Bachelors Degree with a minimum of seven years of related experience, including considerable experience directly with water utilities, or an equivalent combination of education and experience.

**[ADDITIONAL REQUIREMENTS[ An acceptable general background check to include a local and state criminal history check and a valid drivers license with acceptable driving record.

**[PHYSICAL REQUIREMENTS[ Tasks require the ability to exert very moderate physical effort in light work. Some combination of stooping, kneeling, crouching and crawling. Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20 pounds).

**[SENSORY REQUIREMENTS[ Some tasks require the ability to perceive and discriminate sounds, depth, textures, and visual cues or signals. Some tasks require the ability to communicate orally.
