Summary:

The Senior Director, Reporting & Control is responsible for guiding the Capital Programs Resilience Program, Portal North Bridge Project, and other major capital projects (as assigned) reporting and controls staff to ensure effective planning, programming, budgeting and execution of resources.

Roles and Responsibilities:

  • Leads and guides the Capital Programs Resilience Program, Portal North Bridge Project, and other major capital projects (as assigned) reporting and controls staff to ensure effective planning, programming, budgeting and execution of resources.

  • Develops strategies and protocols to support the development of a comprehensive project controls system for tracking and management of schedules, budgets, construction progress and other key project metrics for the Resilience Program, Portal North Bridge Project, and other major capital projects (as assigned).

  • Directs staff and consultants in preparing appropriate reporting on project progress for senior management, leadership, and external agencies or third parties.

  • Leads the interface and coordination with NJ TRANSIT’s Capital Programming & Administration Division and the Finance Department regarding federal and state project funding for the Capital Programs Resilience Program, Portal North Bridge Project, and other major capital projects (as assigned).

  • Directs the preparation of journals, completion of project close-out documents, suspension of inactive cost objectives and program-wide management of NJ TRANSIT’s Project Reporting and Information Tracking Systems (PRINTS ID).

  • Provides ongoing training to project management and construction management staff on project control procedures and other related business processes.

  • Serves as the liaison between NJ TRANSIT and federal funding agencies on issues related to project delivery, including directing the preparation of progress reports for projects across the Resilience Program and Portal North Bridge Project.

  • Responsible for formulating and developing project controls policies and standards and implements procedures to ensure the Capital Programs Department effectively and efficiently complies with applicable federal and state funding requirements.

  • Engages with senior executives throughout NJ TRANSIT, other government instrumentalities and organizations both public and private to support programmatic goals, policies and procedures.

  • Performs special projects and other related duties as required.

Education, Experience, and Qualifications:

  • Bachelor’s degree in engineering, construction management, or related field from a U.S. Department of Education accredited college or university, and ten (10) years of applied progressively responsible experience in reporting project progress to infrastructure funding agencies and in development of cost and schedule management reports and tools.

  • Experience tracking multiple funding sources desirable. Strong oral presentation and written skills desirable. Demonstrated understanding of fundamentals of project controls, including progress reporting and cost management.

  • One year of closely-related work experience can be substituted for each year of education required.

Knowledge and Skills:

  • Working knowledge of Microsoft Office software is required.

  • Skilled in managing multiple priorities and making timely decisions.

  • Strong oral presentation and written skills required.
