CLASS TITLE: Project Designer

PURPOSE OF THE CLASSIFICATION:

Under general direction, reviews municipal projects to ensure projects are properly designed, bid and completed within scope and budget. Performs highly responsible and complex professional administrative work.

ESSENTIAL TASKS:

Reviews municipal construction projects, buildings and infrastructure in the Design Phase.

Manages and ensures the scope of contracted services and agreements and monitors contracting, architectural and engineering firms during the design, development and closeout of capital projects.

Prepares, reviews and interprets design plans, scopes and construction specifications to ensure compliance with construction documents and codes.

Develops pre-bid and pre-construction documents for City projects; prepares bidding documents for construction contracts; assists with the preparation of plan documents for A/E firms.

Coordinates with various departments and staff within the City to evaluate the design needs of projects, potential vendors and requests for proposals.

Collaborates with staff and management across the organization and with outside third parties to clearly identify, explain and communicate project involvement, project goals, expectations, objectives, policies, priorities and tasks.

Assists in the selection and negotiation of consultant services, contractors and consultants; provides documentation of all project related discussions and meetings.

Monitors design programs to ensure the Citys objectives are met and incorporated in the project design.

Documents and reviews inspection reports and manages punch list items.

Assists and prepares agenda items and fact sheets for City Council and committee meetings.

Assists, attends and makes presentations at City Council and other public meetings when required.

Assists and coordinates activities with other City departments and other public and private agencies.

Develops project plans, verifies schedules for projects; develops cost and risk analysis metrics and submittal review; monitors milestone; verifies bid package submittals.

Manages closeout documents, verifies as built plans and monitor budgets.

Operates office equipment such as fax machines, copiers and phone systems and uses computer for spreadsheets, word processing, database management and other applications; learns to operate new office technologies as they are developed and implemented.

Performs other work as necessary and or as assigned.

Must report to work on a regular and timely basis.

REPORTING RELATIONSHIPS:

The Project Designer reports directly to the Project Manager.

The Project Designer does not have any direct reports.

QUALIFICATIONS:

Training and Experience: Education, training and licensing specifically related to project design administration and at least three (3) years of progressively responsible experience; or an equivalent combination of training and experience.

Knowledge, Abilities and Skills: Comprehensive knowledge of municipal objectives, purposes, methods and practices; comprehensive knowledge of the principles and practices of municipal projects to include structural and architectural design of buildings. Knowledge of the methods and techniques of research, statistical analysis and report presentation. Considerable knowledge of construction and maintenance of municipal buildings. Ability to direct and supervise important and difficult pro jects; ability to make difficult and complex estimates, designs, plans and specifications; ability to conduct, research and develop long range plans; ability to establish and maintain effective working relationships with subordinates, contractors and the public. Ability to provide administrative and professional leadership in municipal project programs and construction management activities, coordinate complex construction contracts and activities and maintain recordkeeping for projects. Ability to manage and supervise consultant project management, inspections and materials; and monitor budgets and recommend approval of consultant payments.
