Are you interested in an exciting opportunity to work as a Tax Audit Section Chief supervising and assisting with the coordination of audit projects, assignments and staff? The Compliance Division at the Tax Department is recruiting for a Tax Audit Assistant Section Chief position based in Montpelier. This position involves supervisory and analytical work for the Vermont Department of Taxes. The position will work as part of a statewide compliance audit team assisting with the oversight of statewide audits, ongoing development and implementation of data driven discoveries, and continued department efforts to promote voluntary compliance and taxpayer education.

\ As Tax Audit Section Chief you\'ll:

  • Oversee the quality of audit work and develop procedures to improve the quality of service to the taxpayers, while maintaining efficient and effective audit outcomes. Consult with pertinent department staff on the development of Department programs and procedures.
  • Responsible for assisting Tax Audit Assistant Section Chief, Compliance Audit Manager, as well as audit staff as needed. Provides guidance on tax cases, researching questions and providing concise answers
  • Responsible for handling all of the personnel issues that arise with the staff, including interviewing, hiring, dealing with discipline issues, and preparing annual performance evaluations. Responsible for evaluating the training needs of the staff and developing in-service training programs and materials as needed.
  • Supervises audit staff administering audit programs within the largest division at the Vermont Department of Taxes. Develops and monitors workload, performance, and accomplishments of staff. Designs and implements internal control procedures related to audit programs and outcomes. Monitors and controls the daily workflow adjusting schedules to meet the section\'s deadlines. Prepares reports related to audit work outcomes and activities.
  • May act as the Audit Manager in their absence.
About The Compliance Division

The Compliance Division serves to supervise the appropriate payment of taxes throughout the state. Compliance works to reduce problems of delinquency and underpayment and to ensure that taxpayers are compliant with the law. The division fosters early intervention through educational assistance for all taxpayers. The Compliance Division consists of field and desk auditors, as well as collections staff. The field and desk auditors conduct tax examinations in the office or the field using various technology-based compliance initiatives.

The Tax Department permits eligible employees to request voluntary participation in the State of Vermont telework program. Telework eligibility is determined on a case-by-case basis and is consistent with state and Department policies.

\ This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Invest igations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.\

As of July 14, 2024 the step 1 rate for pay grade 27 will be \$33.78 per hour.

Environmental Factors

Duties are normally performed in a standard office setting. Incumbents can anticipate some stressful situations and strong differences of opinion with taxpayers and their representatives. Workload will vary but remain heavy. Priorities will often have to be adjusted to meet deadlines. Occasional travel requires private means of transportation.
