Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for leading Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information. The selected candidate will work with data from across the Intelligence Community and other sources. The selected candidate will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. Coordinate and contribute to the analysis of numerous, complex, and diverse data sets to provide direct operational, engineering, and analytical support focused on providing fused, integrated identity intelligence support to TIDE customers. Communicate regularly with internal and external peers and counterparts to collaborate on technical exchange meetings for next generation identity intelligence systems. Plan and prepare written presentations and oral briefings for senior federal official and internal customers on significant issues pertaining to and/or affecting terrorist identities intelligence and analysis. Set priorities and drive programs to ensure senior Office of the Director of National Intelligence (ODNI) officials are prepared for policy meetings throughout the Intelligence Community (IC) and US Government (USG). Manage, initiate, cultivate, and maintain cooperative and productive relationships with individuals in the ODNI, IC, and USG. Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant issues and incorporate insights and findings into disseminated products. Incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Enhance current and plan future processes by developing use cases, acceptance criteria, and workflows. Demonstrated ability to apply detailed knowledge of ODNI, IC organizations, and relevant customer organizations or operations, in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs. Extensive knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems). EDUCATION/EXPERIENCE: Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently. Generally, ten years' experience in a related field. Desired Requirements Prior work experience as a Project or Program Manager overseeing technical efforts. Extensive knowledge of biometric tools and capabilities within the IC. Extensive knowledge of the CT Watchlisting and Screening Enterprise. Education Additional Information Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
