The DoDIN Joint Warfighter Capabilities Department provides critical mission capabilities to the Warfighter in partnership with our sponsors. Our mission is to enable DoD technology & information superiority. Our department work program is focused on providing rapid & resilient cloud capabilities; reimagining the global DoD network; modernizing legacy C2 & communications; and ensuring spectrum superiority.

We are seeking a Deputy Project Leader (PL) with expertise in RF spectrum engineering, spectrum management, systems engineering, software and cloud solutions architecture, Joint Electromagnetic Spectrum Engineering (JEMSO) and Electromagnetic Battle Management (EMBM) to join our team as the PEO Spectrum Deputy PL.

The successful candidate is expected to work in partnership with the DISA PEO - Spectrum PL to successfully execute a wide-ranging 20+ STE work program. The current DISA PEO Spectrum work program is focused on electromagnetic interference analysis methods and calculations; spectrum data quality and management solutions; development of emerging spectrum technologies; dynamic spectrum sharing; and development of spectrum management solutions in cloud environments.

Roles and Responsibilities:

  • Building and maintaining relationships with our DISA PEO – Spectrum Sponsors.

  • Developing a thorough understanding of the customer’s mission, environment, and critical challenges.

  • Assist in shaping project work to address our sponsor’s most critical mission challenges and alignment with the portfolio strategy.

  • Ensuring development of data-driven technical products and actionable solutions to support our Sponsor’s most critical challenges and outcomes.

  • Contributing to the technical work program.

  • Maintaining a presence at the Sponsor Site, Fort Meade, MD.

  • Mentoring project staff.

Basic Qualifications:

  • Typically a Bachelor’s degree in electrical engineering or related discipline with 8 years of related experience; or 5 years and a Master’s degree or 3 Years and a PhD.

  • Strong technical experience in one or more of the following areas: RF spectrum engineering, spectrum management, Joint Electromagnetic Spectrum Engineering (JEMSO), Electromagnetic Battle Management (EMBM).

  • Software solutions architecture experience with knowledge of current cloud technologies and deployment environments.

  • Excellent written & verbal communication skills, including effective technical presentation skills.

  • Solid systems engineering skills.

  • Two or more years’ experience supporting the DoD.

  • Experience leading a mid-size multi-disciplined team.

  • Experience operating in support of Senior Executives and other high level DoD staff (OSD, Joint Staff, Components, Combatant Commands).

  • Demonstrated ability to build and sustain trusted sponsor relationships.

  • Proven team builder with ability to work across Program Division and MITRE Labs bringing required staffing resources to bear.

  • Proven ability to provide objective solutions and recommendations to address critical sponsor challenges.

  • Active Secret with ability to obtain and maintain TS/SCI clearance.

  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Master’s degree in electrical engineering or related discipline.

  • Five or more years of leadership experience.

  • Experience leading a large multi-disciplined project team.

  • Extensive software solutions architecture experience.

  • Recent experience deploying system(s) to a cloud environment.

  • Strategic thinker.

  • Active TS/SCI clearance.
