Department Summary:

MITRE is dedicated to solving problems that provide safety, security, and economic prosperity for American businesses and all individuals. The Center for Enterprise Modernization (CGEM) Treasury, Economics, and Commerce (TEC) Division is a rapidly growing organization, focused on increasing engagements with federal public agencies to support our sponsors’ missions of building a strong, resilient economy. MITRE is seeking a Systems Engineer with diverse skillsets to serve as Domain Lead (DL) and help contribute to the growth of our work within the Commerce Department.

The successful candidate will be a key member of the Commerce Department P811 leadership team with responsibility for program delivery and quality, building high-performing teams, capability development, and sponsor outcome attainment.

The DL will have supervisory responsibilities related to developing and growing P811’s network and talent pool with a specific emphasis on helping the Department of Commerce (NOAA, NASCTN, Office of Space Commerce, USPTO, ITA etc.) realize their desired outcomes. The DL will serve as a delivery manager for projects aligned with the Department of Commerce portfolio and be a direct contributor to projects in the Commerce sponsor domain.

Job Description:

  • Serve as the delivery manager for assigned projects with responsibility for achieving high quality customer outcomes. Provide leadership and guidance to up to 10 project leads (PLs) managing a collection of projects aligned with the Department of Commerce domain

  • Assist project teams in understanding how to plan, manage and deliver capabilities and work products that help sponsors make progress toward desired outcomes while meeting MITRE quality expectations

  • Assist the P811 Department Manager (DM), Outcome Lead, TEC Division Director, MITRE portfolio management partners with work-shaping, product-shaping, and outcome-shaping

  • Work with technical centers and other program departments to build a network that can be called upon to lead and deliver integrated solutions to sponsor problems

  • Work with the P811 DM, Outcome Lead and other group leads to define department capabilities

  • Develop pipeline for new projects within the Department of Commerce

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

  • Demonstrated ability to impact technical projects and lead them to quality outcomes

  • Demonstrated ability in MITRE capability development and documentation

  • Demonstrated ability to develop and implement strategic hiring plans

  • Demonstrated ability to provide guidance and coaching to department members

  • Experience managing multiple projects or programs concurrently

  • Experience developing sponsor relationships and managing scope conversations

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • 5+ years of experience leading projects and people

  • Advanced degree is preferred

  • Experience working with high-level sponsor executives

  • Demonstrated ability to lead and contribute to the development of high-quality deliverable.

  • Strong written and oral communication skills.

  • Experience work shaping

  • Excellent interpersonal skills – discretion, diplomacy, and tact

  • Affinity for personnel leadership/management.

  • Knowledge of or strong desire to learn Commercial Domain
