U.S. Army Corps of Engineers Program Analyst (Project Manager) in Louisville, Kentucky

Summary About the Position: Serves as the Operations Division project manager and primary point-of-contact for customers and other external agencies on direction of major civil works maintenance projects. Responsibilities Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction and direction of major projects within Operations Division. Conducts and assists in inspections of project facilities and structures for safety and operability. Establish responsibilities and set expectations; controls and manages assigned projects, budgets, and schedules, and to assure that commitments to the customer are met. Initiates project directives, reports, conferences, etc., and represents the organization in negotiations with project offices, states, municipal authorities, interested parties, and local governments. Coordinates projects under the control of different managers; multiple-party interests; or compliance with numerous statutory, regulatory, and procedure/restrictions and jurisdictions. Reviews project progress, measuring performance taking necessary corrective actions to maintain agreed upon schedule and cost, based on performance trends, forecasts, schedules, budgets, manpower or quality problems. Leads technical team in the execution of Operations and Maintenance projects assisting with applying problem-solving methods and techniques or work methods, practices, and procedures to determine a feasible solution. Technical representative on inspection teams including periodic, annual, hydraulic steel structure (HSS), response to component failure at lock and dam and lake projects, and operational condition assessments. Specialized Experience for the GS-12 level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: managing and coordinating multiple civil works maintenance projects which require planning, scoping, development, design, solicitation, and construction; utilizing management concepts and principles for cost estimating, engineering, and civil works construction; participating in developing and negotiating a comprehensive Project Management Plan with contributing divisions/organizations; serving as point of contact for an organization, customers and external agencies on assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required specialized experience to qualify. For this job, you must meet the required specialized experience--no substitution of education is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
