City of Littleton Development Engineering Manager in Littleton, Colorado

The City of Littleton has an exciting opportunity for a strategic thinker to serve as the Development Engineering Manager responsible for organizing and directing city staff and activities concerning compliance with engineering industry design and analysis best practices in the development of the built environment. The Development Engineering Manager shall endeavor to make, in collaboration with the Development Services Team (DST), the development review process logical, efficient, and user friendly while ensuring the safety of the public within the built environment. This position will play a key role in the city’s Design the Future process improvement work.

The ideal candidate is highly collaborative, has strong communication skills, and can navigate and organize complex projects and processes to obtain effective and efficient results. Ideal candidates will have a strong understanding of development review and permitting processes.

Starting pay range $139,542.65 - $154,231.35 per year

This full-time position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule : This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Directs and manages all areas of the city’s engineering protocols within the development review process including inspection and engineering approvals, in coordination with the City Engineer and the Public Works Engineering Division.

  • Serves as project manager for various projects, as assigned.

  • Serves as the primary point of contact for project applicants on development engineering matters on behalf of the city.

  • Supervises engineering development review personnel.

  • Works collaboratively with the Planning Manager, other department staff, and the City Attorney’s Office to recommend policy and process improvements for the Community Development Department.

  • Consults with developers, contractors, builders, business owners, community members and homeowners to discuss development projects relative to engineering and development codes.

  • Serves as the technical advisor to the public, the City Manager, the City Council, the City Engineer, and the Directors of Public Works and Community Development.

  • Prepares ordinances and staff reports; makes presentations to the City Council, and other boards and commissions as needed.

  • Assists in preparation and administration of the annual budget with the Community Development Director and the City Engineer.

  • Studies code and technical manuals to keep abreast of technical developments and trade practices.

  • Develops and improves processes and resources used to review the engineering components of permit applications, design standards and policies.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in engineering and permitting.

  • Coordinates with employees of the Community Development Department and the Public Works Department in evaluating and updating ordinances, preparing updates and suggesting code changes related to public infrastructure.

  • Contributes to the development of master planning efforts within the Community Development Department and the Public Works Department.

  • Attends public hearings and meetings as required to share information on current policies and procedures.

  • Observes and follows established city and department policies and procedures in the daily conduct of the job.

  • Performs other similar assignments and projects as required.

  • May serve as an Emergency Worker.

Supervisory Responsibilities:

  • Completes assigned supervisory training.

  • Provides guidance and assists employees in the fulfillment of responsibilities.

  • Assigns and directs work; addresses and resolves issues.

  • Manages employee performance through meaningful, timely feedback and appraisals.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree from an ABET accredited college or university with major course work in Civil Engineering or a related science field relevant to the position; and Certification as a Professional Engineer (PE) in the State of Colorado; and

  • Five (5) years of experience in reviewing development plans, issuing permits, conducting inspection plans and/or managing the above, including three (3) years of supervisory experience; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.

  • Must have a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Preferred Qualifications:

  • Experience with development review and permitting processes.

  • Strong process improvement experience

KNOWLEDGE, SKILLS, ABILITIES:

  • Strong knowledge of all state and national statutes and building codes related to development.

  • Knowledge of and familiarity with structure and use of zoning and development codes, rules, and regulations.

  • Knowledge of principles and practices of civil engineering review requirements for drainage, utility, and street design.

  • Knowledge of principles and practices related to surface water management and control, including requirements of NPDES Phase II.

  • Knowledge of principles and practices related to sanitary sewer management and operation, including requirements of Industrial Pretreatment.

  • Knowledge of and familiarity with local government processes and operations as it relates to municipal code administration.

  • Advanced skills and abilities that involve entering data into various software formats such as spreadsheets, databases, word processing and permitting and plan

  • Expert ability to enforce codes and regulations in a firm, tactful, and impartial manner.

  • Ability to effectively supervise, mentor, train and evaluate direct reports.

  • Advanced knowledge of planning processes; project management, conflict mediation, and public relations principles.

  • Advanced knowledge of and ability to use communication and interpersonal skills to interact with coworkers, city leadership, the public, etc. to sufficiently exchange or convey information and to receive work direction.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

  • The majority of the essential duties for the position are performed in a standard indoor office environment. The outdoor work environment includes occasional exposure to fumes, odors, dusts, mists, and gases as a result of on-site building construction.

  • Essential duties include lifting, carrying, pushing and pulling objects weighing up to 25 pounds with or without assistance.
