U.S. Air Force - Agency Wide FREIGHT RATE ASSISTANT in Kirtland AFB, New Mexico

The primary purpose of this position is to provide technical and administrative support to rate and route shipments and prepare required billing and documentation. Responsibilities Rate and route shipments; determines freight rates and routes that are most convenient and economical, and which meet prescribed requirements. Classify shipments; determines freight classification when the identity and/or transportation characteristics have changed, or do not agree with published classifications. Conduct pre- and post-audits to ensure proper payment of shipments. Pre-audits shipping documents for accuracy and proper shipment authority. Ensure shipping documents are reviewed and checked for accuracy; prepare documents on all transportation discrepancies for shipments received. Operate electric, gasoline, LPG, or diesel powered forklift trucks capable of lifting loads weighing 10,000 pounds or more higher than 168 inches. Maneuvers vehicles to load, unload, and place supplies, materials, and equipment primarily over inside warehouse/smooth level surface. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience is experience which may have been gained while considering and resolving a range of interrelated shipment problems relating to selection of mode, routing and enroute services, packaging, shipping instructions, regulatory documentation, and pick-up or delivery arrangements. OR EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of standards, route orders, and classification rating guides. 2. Knowledge of commercial tariffs and tenders to properly rate freight shipments. 3. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities. 4. Knowledge of a variety of freight. 5. Ability to interpret and apply instructions. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
