The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

We are looking for a Deputy Director for the Enterprise Support Operations (ESO) directorate. We are a single-client performance unit (PU) supporting the National Aeronautics and Space Administration’s (NASA) Consolidated Operations, Management, Engineering & Test (COMET) contract. The contract is to continue providing ground and launch operations support at Kennedy Space Center (KSC), including support for the International Space Station and the Artemis Program. The contract also includes services to other NASA programs, commercial ventures, and partnerships at KSC. The ESO directorate manages contract operations of the following functions: Human Resources, Logistics, IT Management Information System (MIS), Security, and Business Operations which includes Proposals, Finance and Accounting, Contracts, Subcontracts, Procurement, Performance Reporting.

Responsibilities

The candidate will provide support for, and direction for the following:

· Operations: Ensure the PU’s business systems and processes meet contract and corporate objectives; successfully integrate and coordinate business operations to meet the requirements of the NASA COMET Contract; understand the audit manuals and scope of Accounting System and Purchasing System reviews, and coordinate with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) as necessary to provide effective audit support; manage policies and procedures for PU, ensuring alignment with company directives; integrate data for a real-time and accurate picture of contract status, enhance transparency, and increase the speed of management consumption of Key Performance Indicators (KPIs); oversee integrated logistics, including vehicle/property management, training, and warehouse operations; and support COMET outreach and communications, both internal to the PU and within the local community.

· Leadership and Management: ensure data transparency needed to both support contract-wide decision-making and optimize NASA insight; drive Sustained Superior Performance, with a focus on continuous improvement; tactically allocate and strategically forecast resources to ensure the sustainment, renewal, and growth of the technical expertise within the department; develop and manage coordination, collaboration, communication, integration activities and processes between COMET senior managers, government leaders and stakeholders; coordinate, integrate and deliver innovations to the mission areas, and COMET as a whole, to optimize efficiencies and mission effectiveness; develop opportunities for growth, both in revenue and profitability.

· Customer Relations: optimize customer visibility; interface with senior NASA leadership; establish transparent, trusting, and strategic relations at all levels of the Customer organization.

· Beyond Zero: drive our Culture of Caring across the directorate.

· Together Beyond: support the HR team with increasing talent pools, attracting the best candidates, and maintaining appropriate levels of staffing and retention; drive our Together Beyond principals to create an inclusive environment; champion local leadership development; assign, develop, and review the performance of personnel.

· Demonstrate insightful leadership and analysis in several areas across an extremely diverse organization and programs/missions.

· Make independent judgments required for the planning, prioritizing, and organizing of a diversified workload.

· Have excellent communication skills, both written and verbal, and at the executive level.

· Address complex challenges and drive solutions that may require extensive organizational integration.

· This position will be filled at John F. Kennedy Space Center, Florida.

Job Requirements

Basic Requirements

· Must have one of the following combinations of education and experience:

o Bachelor of Science degree and 15 years of general experience; or

o Advanced degree and 13 years of general experience

· Must have five (5) years of experience working in a management or leadership role

· Must have demonstrated proficiency and success in leading and managing complex and diverse organizations

· Must have experience in Government contracting, including direct experience in the management of procurement, contracts, subcontracts, proposals, and/or finance/accounting

· Must have experience developing and sustaining Annual Operating Plans/Work Plans and Integrated Priority Lists (IPL) accounting for actual costs/hours of work performed to date and schedule status, forecast the estimates to complete remaining work and time phasing of the work from he Plans and update the IPL

Physical Requirements

· Will be required to wear hearing protection, eye protection, and other associated personal protective equipment when applicable.

· Position may involve extended periods of sitting or standing.

· Physical requirements are sitting, walking, and standing.

· Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.

Work Environment

· May be required to work inside and outside throughout the test complex.

· Position may require individual to travel daily to different areas on site.

· Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, may be required to access various locations on the facility.

· All work must be completed in a safe manner in accordance with NASA and company safety standards.

Equipment and Machines

· Computers and printers used for producing reports and schedules.

· Variety of equipment used in testing.

Attendance

· Full-time work hours.

· Must be dependable and punctual.

Other Essential Functions

· Must be able to accurately communicate ideas in writing and verbal communication.

· Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.

· Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

· Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.

· Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
