The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Business Manager to support our government customer located on Kauai, HI.

*Sign-on and relocation expenses are offered on a case by case basis.

The Business Manager will manage the day-to-day operations of the Contracts, Subcontracts, and Procurement Departments providing technical guidance and mentoring to assigned staff. Oversee tracking and remediation of internal Corrective Action Plans (as applicable). Knowledge of government contracts, budgets, estimating and reporting, and project management. Extensive experience with Government FAR/DFAR administration; has strong organizational and computer skills.

Develop tools, procedures, and processes to help executive leadership document and track contract performance against values and funding as well as internal strategic goals and objectives by functional area department. Support the Program Manager in the development and tracking of business objectives, metrics, and monthly performance reporting, to include budgets, and overall contract/regulatory compliance. Oversee establishment of Project Controls Office capability to manage portfolio of strategic initiatives concerning cost, schedule performance against plan and alignment to strategic and tactical plans.

DESCRIPTION OF RESPONSIBILITIES:

  • Lead preparation, review, and approval activities in support of government proposal submittals.

  • Reviews draft and final RFPs to identify and manage business risks and opportunities.

  • Responsible for oversight of data administration on the contract to include submission of reports, Contract Data Requirements Listing (CDRL’s), development of plans, SOPs, and other required contract documentation.

  • Interfaces with the Government Contracts Office/Government Service Managers (GSMs) on all contractual matters to include, but not limited to, compliance with the Performance Work Statement (PWS) and funding matters. Regularly interfaces with DCAA and DCMA.

  • Maintain compliance with Federal Acquisition Regulations (FAR), International Traffic in Arms Regulations (22 CFR 120-130) (ITAR) and Export Compliance Administration (EAR).

  • Responsible for development, submittal and negotiation of claims and requests for Equitable Adjustment.

  • Provides day-to-day management and training of Contract Administration staff; provides guidance on complex contractual actions as needed.

  • Provides corrective action plans; development, tracking and remediation in response to areas of concern

  • Manage and track Contract Value and Funding.

  • Works closely with Contracts and Finance to determine funding requirements.

  • Ensure compliance as a Subject Matter Expert (SME) with government regulations.

  • Corporate policies and best practices.

  • Respond to Joint Venture Corporate Headquarters data calls as requested and required.

  • Oversight of solicitation, cost/price analysis, and negotiation activities; coordinates with internal cross-functional program personnel.

  • Authorize payments consistent with contractual terms.

  • Plans schedules and supervises the daily contract related services and operations in conformance with company and governmental accounting principles, policies, and objectives.

  • Monitors and reviews personnel performance and provides subordinates with counseling and guidance as required, including technical and non-technical training to satisfactorily execute all contract compliance deliverables.

  • Protect the company’s value by keeping information confidential.

  • Function as a mentor within the organization.

  • Achieves contracting operational objectives by contributing accounting information and recommendations to operational plans and reviews; preparing and completing action plans; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.

  • Performs other duties as assigned.

  • Prepares, reviews, and submits Contract Data Requirements in a timely manner.

  • Interfaces with GSM and government contract office as required.

  • Work closely with program functional departments to ensure contractual compliance.

  • Develop project management templates and conduct project management training for project participants as needed.

  • Develop, document, and communicate company-wide project management processes and ensure compliance.

  • Implement internal project charters.

  • Implement Quarterly updates with Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor’s Degree from an accredited university in Management or Business Administration

  • Master’s Degree (MBA) preferred

  • Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM), certified Professional Contracts Manager (CPCM) or equivalent is desirable.

  • Legal background and/or Law degree preferred.

    REQUIRED SKILLS AND EXPERIENCE:

  • Must have at least 10 years’ experience in negotiating, drafting, and administering complex government contracts, to include IDIQ, CPFF, CPAF, FFP, and T&M type contracts.

  • Familiarity with export compliance matters and regulations.

  • Ability to interpret contractual requirements and provide guidance to program personnel and management.

  • Experience and sound working knowledge of U.S. government procurement regulations (FAR/DFAR).

  • Strong interpersonal, written, and verbal communication skills necessary for working in a team environment.

  • Self-starter with good organizational and computer skills.

  • Proficient in MS Word, Power Point, Excel, SharePoint, Teams, and Project.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen

  • Secret security clearance is required.

    (Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.)
