Summary

The purpose of these positions is to provide administrative & analytical support to the Transportation Department in order to ensure proper resources are available/allocated as required to achieve departmental/corporate goals. While the Sr. Mgr. Transp. Ops. Support positions span three distinct areas of responsibility (Budgets/Administration/Operational & Statistical Analysis), the education/experience/skillset required for all are the same. The position designated as Administration will be responsible and accountable for planning, management and oversight of all administrative functions for the department including but not limited to the analysis of staffing levels, administration and oversight of departmental audits, corporate and departmental policies/procedures, human resource functions, payroll, employee training/development, The position designated for the responsibility of Budgets will assist with the planning, development, management, implementation and control of a cost-effective Operating, Capital/Reimbursable budget for the Transportation Department. While the position designated as the Ops. Stats. Position will handle all operational/statistical analysis for the department. In order to better prepare the department for the future, these positions will be expected to cross-train and transfer between the three identified areas.

Responsibilities

Responsibilities may include but are not limited to:

  • Direct and oversee all administrative functions for the department, including Human Resources functions and issues (e.g. employee availability, staffing and hiring plans), Payroll (e.g. Adjustments, payments, payroll review and approval), Procurement (e.g. Requisitions, budget management and approvals, 3rd party contract management), Compliance with corporate and departmental Policies & Procedures (e.g. Review of policy/procedures, recommending and implementing changes), Vehicle Fleet & Driver’s License Administration (e.g. Coordination of program for the Transportation Department), support departmental initiatives including the OBTIMS/Mobile Ticketing Program, FRA Random Drug Testing (e.g. Administration/Coordination between various stakeholders well as reporting and analyzing data in accordance with federal requirements), Manage and support the employee uniform and cell phone distribution and tracking).

  • Direct and oversee the department responsibilities regarding internal audit/control processes to ensure compliance with departmental and corporate policy and procedure. Identify areas of vulnerability and work with senior staff on corrective actions as warranted. Participate in and coordinate all external audits (MTA, IG) and ensure approved recommendations are implemented and monitored.

  • Manage, oversee and monitor the development of controls and detailed analyses (Headcount, Non-Payroll, Straight-Time, Overtime, Availability, Penalty Payments, safety trend, etc.) for Transportation Services Department.

  • Manage, review and analyze the explanations of monthly variances (budget/forecast vs. actual) to accurately forecast the department's year-end financial position and provide detailed information to the CTO.

  • Manage the planning, development and preparation of the Transportation departmental budgets (Operating & Capital/Reimbursable) throughout the annual Financial Planning Process in conformity with MTA guidelines. Identify needs and work with OMB to ensure funding is available.

  • Develop, update and enhance LIRR electronic databases essential for train scheduling, timing, delay analysis, and performance documentation. Ensure accuracy of train delays, delay codes, primes and ripples. Ensure data from TDR is properly transferred to Data Warehouse (DW). Review variances between TDR and DW. Review General Orders as required ensuring Service Planning information is properly input into TIMACS, resulting in accurate train performance. Complete, review, and distribute the LIRR Operating Report as part of the MTA Long Island Committee Report. Ensure accurate data reporting, meet tight distribution deadlines, and be able to interpret data on a global scale to assist Senior Staff with the presentation of month and year-end performance statistics.

  • Develop train performance analysis (OTP), identifying risks and providing the information tools to enable Senior Staff, department Superintendents, and Lead Transportation Managers to make informed operational decisions. Develop and maintain weekly train performance activity report to Sr. VP–Operations. Develop and maintain monthly delay matrix and charts for distribution to all Transportation Management. Provide direction to Lead Transportation Managers, and Transportation Managers to complete performance analytics on a monthly and quarterly basis.

  • Develop procedural reviews of in-depth Fare Collection issues, such as fare loss risk assessment. Process to include the development of detailed databases, creating standardization and compatibility of various data sources. Lead role in the Fare Loss assessment task force, including the development and maintenance of comprehensive databases. Analyze and report on fare collection revenue data and recommend staffing changes based on performance results.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by senior management.

    Qualifications

  • Bachelor's Degree in business, finance, management, public administration, information technology or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree requirement, subject to approval.

  • Must possess approximately 7 to 10 years of progressively responsible, combined experience in the areas of human resources, audits/internal controls, budget, statistical analysis, payroll, employee development, collective bargaining agreements, procurement, accounts payable and policy & procedures.

  • Must possess excellent analytical and judgment skills.

  • Must possess strong leadership abilities, organization, planning, administrative, and management skills with ability to effectively manage multiple tasks simultaneously.

  • Must possess prior supervisory/management skills.

  • Ability to motivate and develop subordinates.

  • Must possess strong presentation as well as written and oral communication skills.

  • Must possess the ability to lead and influence change.

  • Strong working knowledge of software computer applications, with a particular focus on advanced Excel & Access functions.

  • Must possess proven, effective problem-solving skills with ability to analyze problems as they arise utilizing critical thinking skills.

  • Must possess a strong knowledge of corporate structures, as well as ability to interpret, administer and manage employees with respect to corporate policies and procedures and be versed in applicable collective bargaining agreements or similar agreements.

  • Must be available to work 24/7 as required.

  • Must provide support (platform customer assistance, ICC support, etc.) as required during service disruptions.

    PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS :

  • Master’s degree in Business or Information Technology.

  • Strong understanding of railroad operations and labor agreements with emphasis on LIRR Transportation Department and structure.
