Position Summary

Position responsible for providing leadership for the City of Indianapolis Brownfields Redevelopment Program. Works in collaboration with other DMD divisions, city departments, citizens and other stakeholders to reverse neighborhood blight and disinvestment. Establishes and implements effective strategies to address brownfield sites in Indianapolis. Establishes strong working relationships with elected and appointed officials and their staffs to facilitate communication and coordination in regards to major projects. The work performed in this position has a significant impact on public perception and understanding of programs and functions and the city's ability to respond to problems and issues of public concern.

Position Responsibilities

Oversees Indianapolis' Brownfield Redevelopment Program.

Develops policy for City-led brownfields redevelopment in conjunction with the Director, DMD executive leadership team, elected officials, community groups and other key stakeholders.

Understands, influences, promotes, and effectively presents City strategy regarding Brownfield sites.

Establishes mechanisms to generate revenue for the Brownfields Redevelopment Program.

Prepares reports on Brownfield redevelopment efforts.

Works directly with other DMD divisions, City agencies, State of Indiana, the Environmental Protection Agency and citizens to address Brownfield sites.

Engages in public outreach and attends neighborhood meetings as needed.

Coordinates brownfield-related litigation with the Office of Corporation Counsel and outside counsel and serves as the City's representative in Brownfield-related litigation.

Manages financials for all DMD Brownfield-related activities.

Develops and implements creatives uses and revenues for City owned Brownfield properties.

Ensures evaluation systems are in place to measure effectiveness of goals, objectives, and activities.

Qualifications

Bachelor's degree in Public Administration, Planning, Business Management, Geology, Chemistry, Natural Resources Management or Law or related field from an accredited college or university, with a graduate level degree preferred. Two (2) years of direct work experience in community development is preferred. An equivalent combination of education and experience may be substituted. A strong grasp of and the ability to articulate principles of comprehensive community development and to work collaboratively with neighborhood organizations and not-for-profits are essential. A strong understanding of regulatory programs, environmental law, remedial approaches and redevelopment strategies preferred. Excellent speaking, writing, and listening skills are crucial. Knowledge of city government's inner-workings and the region's development and not-for-profit community, or the ability to acquire such knowledge quickly, is a must for this position. The ability to build a strong team to accomplish section's mission is critical. Must establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors. Ability to manage several complex and high profile projects simultaneously is required. Must be able to attend meetings or perform work outside of the office. Computer literacy is required.

Independent Judgment

Some independent judgment is required for this position as this employee is responsible for working independently to accomplish goals and objectives assigned. Position requires the knowledge of established policies and procedures, which controls most of the actions in this position. rely on experience and judgment to plan and accomplish assignments in a timely manner with a high emphasis on placing information into the various data formats, as well as the individual personnel filing system. Other duties and tasks are routine in nature and performed under moderate supervision following standard procedures.
