SAIC Linguistics Support Cell Lead in HONOLULU, Hawaii

SAIC is actively seeking Linguistics Support Cell Leads at all levels of experience (Junior thru Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).

These positions are contingent upon contract award expected Summer 2024 and will be located in Hawaii.

The Linguistics Lead plans, develops, manages, and supports the Mission linguistics/Support Cell and provides guidance to mission staff on what they are looking for. Provides management-related products and data calls. Develops All source Collection Requirements within Government tasking that conform to established standards and ensure publication in the appropriate system of record and ultimately compose and refine Army collection doctrine, policies, processes, and procedures. Assists the management of the Army USARPAC Enterprises' Collector Identifier Number Database and produce Collection Management-related USARPAC and linguistics/Support Cell intel products and data calls. Provides linguistics related information environment intelligence that is timely, tailored, and inherently sharable. Supports validation and the tipping and cueing of other intelligence functions and monitors for indicators and warnings.

Duties:

  • Provides linguistics/Support Cell expertise to the USARPAC and Army Collection Team.

  • Provides intelligence support for contingency operations, battle staff and operational-level planning, joint and multi-lateral training exercises, and strategic engagement policy throughout the Areas of Operational Responsibility (AOR) and Areas of Interest (AOI) to include analysis and research for industry, infrastructure, technology, country, geographic area, biographic and targeted vulnerability.

  • Monitors and analyzes all strategic and operational aspects of political, military, and economic developments for the countries in the AORs and AOIs. Assess future and on-going political-military developments, military capabilities and doctrine, weapons acquisitions, and employment of military forces within each country (including the U.S.). Perform linguistics/Support Cell intelligence operations according to regional lines of effort 24 hours a day, seven days a week, 365 days a year (24/7/365) if required due to exercises, contingencies, and crises.

  • Provides intelligence in support of MDTF, JPMRC, and Operations Pathways.

  • Provide senior linguistics/Support Cell intelligence representation and/or technical expertise to support across all regional lines of effort and functional teams to ensure shared situational awareness, implement best practices, and identify trans-regional trends and/or threats.

  • Recommends appropriate linguistics collection discipline to conduct collection missions and Collection Requirements Management (CRM) and Collection Operations Management (COM) to develop and control collection, processing, exploitation, and information reporting requirements of all available intelligence and information sources and platforms (e.g., strategic, operational, and tactical).

  • Gathers feedback from linguistics intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls.

  • Develop linguistics/Support Cell intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs).

Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelors and five (5)+ years’ of experience; additional four (4) years of experience accepted in lieu of degree

  • There may be positions available at all levels 0-20+ years experience

DESIRED:

  • Command or joint level experience for Senior or SME hires

  • Post graduate degree in associated field of study for Senior or SME hires

CLEARANCE REQUIREMENT:

  • Must have an active TS clearance to start work

  • Must be able to obtain a TS/SCI
