The position is responsible for supervision of project managers, construction, and seasonal staff in the day-to-day operation of the construction section. Work is done independently under the general supervision of the Construction Engineer. Engineering/Construction is an ever-changing field with advancements in technology. Supervise Construction, Inspection, and Management: Anticipate, plan and schedule staffing to meet project needs for construction projects; Ensure staff understand the duties and authority for each assigned project; Supervise the inspection so that all phases of the project are built in according to the plans, special provisions and specifications; Serves as a technical resource for project managers; Oversees the measurement and verification of quantities for construction projects. 2. Supervise Construction Project Development: Ensure plans from other agencies are accurate for preliminary surveys; review contract documents and contract bid items for conformity to Mn/DOT design standards. 3. Select, Develop and Manage Engineering Technical Staff: Participate in hiring process, assigns duties, trains, schedules work, monitors performance, evaluates and recommends disciplinary action for highway technicians and seasonal help; Ensures that staff has plans special provisions, appropriate knowledge for each project; Assigns work appropriate to capabilities and workload of employees. 4. Lead Construction Management Activities: Ensure application of Mn/DOT standard specifications and project special provisions; Ensure proper use of Mn/DOT standard plates; Initiate and negotiate contract changes or review changes developed by Principal Engineering Specialists. 5. Coordinate Construction Activities with Utilities Cities and Other Agencies. 6. Represent the County's interest in dealing with the contractor, public or others. Com rehensive knowledge of Mn/DOT Specifications, Federal Highway rules, Dakota County Standards and Special Provisions, City Specifications. Knowledge of surveying principles equipment and construction staking methods. Work Environment Work is performed inside and outside. Exposures may include, but are not limited to, dust, dirt, exhaust, electricity, traffic, noise, heat and/or cold. Physical demands include the ability to work outdoors in the elements walking and working on uneven surfaces on constructions sites. Equipment used but not limited to includes: personal computer, printers, telephone, cellular phone, calculator, copy/fax machine, personal safety equipment, and survey instruments.
