Hall County GIS Administrator in Gainesville, Georgia

JOB SUMMARY:

The GIS Administrator will be a part of Gainesville- Hall Countys GIS Team providing support to multiple end users with Enterprise Geodatabases, SQL Servers, and support enterprise systems. Administers databases, including backup, recovery, monitoring, optimization, installation, configuration, and reporting.

MAJOR JOB RESPONSIBILITIES:

Plans, coordinates and oversees the development, implementation, and administration of the Development Services Software, Accela Civic Applications.

Plans, coordinates and oversees the integration of the Development Services Software data and other city and county databaseswith the enterprise GIS System.

Maintains application and system software and/or hardware including testing, documenting, implementing, troubleshooting, installation, and user training/support; ensuring highest operating efficiency.

Analyzes specifications and tests systems and software; modifies existing system software and hardware requirements providing technical or conceptual support as needed.

Analyzes data quality and develops techniques and procedures for improving the quality of data to be integrated with the enterprise GIS; works with data entry staff to improve input accuracy, and with other systems administration staff on quality improvement procedures.

Develops reporting through Crystal reports, Ad-Hoc Reports, Access, and ArcGIS.

Develops GIS applications for various departments to provide customized GIS functionality needed by specific departments and users.

Assists and consults on requirements for systems purchases. Interacts with County M.I.S. department to insure compatibility of systems and efficiency in resource allocation and usage.

Prepares and maintains documentation, procedures and technical library with respect to the Enterprise GIS system.

Works with end-users to develop specifications to meet specific applications needs.

Provides technical support and assistance to system users, public officials, and others as appropriate: trains and instructs staff members on use of GIS software and other software applications; provides information and technical assistance regarding mapping issues or related issues; provides information, researches problems, and initiates problem resolution.

Assists in set-up, installation, and maintenance of computer hardware and software.

Maintains accurate information on number of PC users, hardware and software specifications.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelors degree in Geographic Information Systems,Computer Science or related field, or any combination of education and experience that provides equivalent knowledge, skills, and abilitiesstated above. Prior experience with GIS required, with background in ESRI software preferred, and supervisory experience preferred.

Licenses and Certifications:

Valid class C Drivers License and satisfactory motor vehicle record.

Current GISP Certification preferred.

Knowledge, Skills, and Abilities:

Knowledge and understanding of the concepts of Oracle, SQL, and other relational database systems.

Considerable knowledge of database design and implementation with GIS.

Knowledge of the methods, practices, equipment and techniques used in operating a Geographic Information System, including the use of ESRI GIS software.

Knowledge of PCs and operating systems and software including but not limited to Windows, Unix, and DOS.

Knowledge of Crystal Reports and other report writing software packages.

Knowledge of the techniques of effective project management.

Strong analytical skills.

Ability to communicate technical information clearly and effectively, both orally and in writing.

Ability to use step-by-step approach in solving complex problems.

ADA Minimum Qualifications:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-30 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Tasks require the ability to use a personal computer. Tasks require the ability to operate a motor vehicle.

Sensory Requirements: Some tasks require the ability to communicate in written and oral forms.

Environmental Factors: Essential functions are performed with occasional exposure to adverse environmental conditions including inclement weather.
