Become an integral part of a diverse team while supporting the Product Management Office (PMO) Operational Medicine Information Systems – Army (OMIS-A), the Army’s single Information Management/Information Technology system for automation and digitization efforts for deployable medical forces, providing both Joint Service and Army-specific operational health information technology (OHIT) software to deployable medical units (Roles 1, 2, and 3). The successful candidate will be involved with developing, testing, integrating, training, and fielding modernized medical software packages to operational medical forces worldwide. ManTech is seeking a Lead Engineering Agile Manager Technical Lead , with knowledge of Army medical care procedures and experience providing advice and consultation to software development and integration processes to join our team. This position is remote with occasional travel to the customer’s site located in Ft. Detrick, MD.
Responsibilities include, but are not limited to:
Oversee production and systems engineering support in accordance with Agile methodologies to include integration, troubleshooting, analysis, and testing for modernized medical software packages to Army operational medical forces worldwide
Ensure software, hardware, and network compatibility between old and new solution sets of capabilities and ensure compliance with all required laws, regulations, policies, and standards
Develop and implement a process for automated distribution of software patches
Develop and maintain system administrator documentation for the OMIS-A suite of capabilities per government guidance and provide cross-training to other members of the team
Develop products for the virtualization of the OMIS-A suite of capabilities
Oversee configuration management activities in accordance with Agile methodologies
Oversee DevSecOps team and provide rapid delivery in small batches, increasing the frequency and pace of releases, applying the continuous integration and continuous delivery (CI/CD) practices
Perform Technical Readiness and Technical Readiness Level (TRL) assessments
Brief executive-level government civilian and military personnel on OMIS-A suite of capabilities engineering activities
Oversee post-deployment system and help desk support
Periodic travel to CONUS and OCONUS locations may be required
Basic Qualifications:
MS in Information Technology (or equivalent)
Ten (10) years in healthcare IT program/project management and five years related experience in government healthcare environment (DOD or VA)
Knowledge of Information Technology (IT) and system of systems platforms suitable for documenting and enhancing medical care at Roles 1-3
Knowledge in rapid Agile/DevSecOps development and integration of software solutions and application of CI/CD practices
Demonstrated technical expertise in guiding troubleshooting/researching activities during Agile/DevSecOps capability development and/or issue resolutions
Demonstrated Agile scrum-master expertise in managing and the execution of Agile/DevSecOps activities
Demonstrated Agile expertise in identifying and managing technical/architecture risks for operational medicine
Knowledge of PII and PHI compliance requirements
Preferred Qualifications:
Knowledge of the Army’s 10 medical functions as they pertain to Operational Medicine
Expertise in overseeing Agile/DevSecOps DoD/Army testing for COTS and GOTS hardware and software products for Operational Medicine
Expertise in translating medical requirements into Operation Medicine capability, software development, or technical specifications
Security Clearance Requirements:
- US Citizenship required and active (or ability to obtain) DoD Secret clearance.
Physical Requirements:
Must be able to be in a stationary position more than 50% of the time
Must be able to communicate, converse, and exchange information with peers and senior personnel
Constantly operates a computer and other office productivity machinery, such as a computer
The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
