*$2,500 Signing Bonus is available to new county employees currently in possession of a Commercial Driver's License (CDL) and hired in the full-time Fleet Technician III position after completing six months of employment with satisfactory performance.

The Department of Vehicle Services (DVS) is comprised of professional employees who provide centralized maintenance and repair services on approximately 6,200 vehicles and equipment owned by Fairfax County and Fairfax County Public Schools. The department operates four vehicle maintenance facilities across Fairfax County and maintains the largest municipal fleet in Virginia. Since 2016, all four maintenance facilities have sustained the Blue Seal of Excellence by meeting the standards established by the National Institute for Automotive Service Excellence (ASE).

DVS seeks to hire a highly motivated and energetic Fleet Technician III to perform skilled master-level mechanical, electrical, and high voltage work on diesel, electric, and general automotive vehicles, and equipment and ensure all vehicles and equipment standards are maintained. This position also provides, develops, organizes, and conducts educational programs and safety training within the Master Technician status for other fleet technicians in the facility. Duties are performed under the direction of the Fleet Service Supervisor.

DVS is hiring for Master Technicians in the following series: Automobile & Light Truck, Medium-Heavy Truck, and School Bus. The Fleet Technician III will be assigned to a section aligned with his/her Master Status. Confirmation of Master Status will be required at the interview. Current vacancies include an Automobile & Light Truck position at Jermantown, a Medium-Heavy Truck at Alban, and a School Bus at West Ox.

  • Incumbent is considered emergency essential and is required to report to work during times of inclement weather or other emergencies.

  • This job announcement may be used to fill future full-time Fleet Technician III positions at other Department of Vehicle Services (DVS) locations - Alban, Jermantown, Newington, or West Ox depending on the needs of the hiring department.

  • Schedule: Day Shifts: 5:30 a.m. to 2:00 p.m.; 10:00 a.m. to 6:30 p.m. OR 11:00 a.m. to 7:30 p.m. Evening Shifts: 2:00 p.m. to 10:30 p.m.

Illustrative Duties

Diagnoses, repairs, services, inspects, removes, disassembles, rebuilds, adjusts, reinstalls, and aligns components such as: engines, transmissions, after-treatment exhaust systems, brakes, clutches, radiators, electrical/electric components, HVAC components, hydraulic system components, pumps, bearings, steering, suspension, axles, differentials, and sub systems;

Performs general preventative maintenance care to vehicles and equipment including changing oil filters, lubricating chassis, replacing belts, hoses, tires, and other for diesel, internal combustion, and hybrid engines;

Performs general preventative maintenance on electric engine vehicles to include software updates, brakes, and tires;

Coordinates and makes emergency repairs on vehicles, equipment (includes off-road engineering equipment) off site and roadside;

Develops, organizes, and conducts training and educational programs for fleet technicians;

Reviews and interprets documents such as safety regulations and policies, operating and maintenance instructions, and procedural manuals;

Serves as the primary point of contact for all essential fleet-related vendors and internal customers to ensure efficient and effective support;

Participates on interview panels and makes recommendations for new hires;

Conducts Virginia Safety Inspections;

Conducts DEQ vehicle emissions inspections and repairs;

Inspects and prepares new vehicles including the installation of specialized parts and equipment and reports all vehicle discrepancies to the Fleet Service Administrator;

Analyzes and develops fleet quality control strategies and management programs to establish continuous fleet management improvement opportunities;

Maintains awareness of new trends and technologies in the field of automotive repair;

Cleans vehicles and equipment, neatly storing tools and parts, properly discarding old/unused parts, sweeping areas, and collecting and emptying trash as needed;

Inspects, repairs, or installs equipment, lifts, tools, and completes minor facilities maintenance;

Follows all environmental regulations, and disposes of chemicals, trash, etc. in designated areas;

Recycles when required.

Required Knowledge Skills and Abilities

Thorough knowledge of the mechanical makeup, operation, and working relationships of a variety of heavy-duty systems, assemblies, mechanism, and parts;

Thorough knowledge of the tools, equipment and methods used in the mechanical repair of a wide variety of automotive, construction and industrial equipment;

Thorough knowledge of the laws and regulations governing the condition of vehicles and equipment repaired and maintained, environmental laws governing refrigerant use, and occupational safety regulations regarding safe practices in the workplace;

Skill in performing difficult mechanical repairs;

Skill in using and instructing others in using hand and power tools and equipment associated with the repair and maintenance of vehicles and equipment;

Extensive knowledge of methods and tools commonly used by service technicians in the repair and maintenance of automotive and industrial equipment;

Extensive knowledge of the occupational hazards and safety precautions of the trade;

Ability to conduct hands-on training to a team of Fleet Technicians performing repair and maintenance of vehicles and equipment;

Ability to establish and maintain professional working relationships with co-workers as well as the public;

Ability to understand and follow written and oral instructions;

Ability to read and comprehend relevant documents.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: (https://www.fairfaxcounty.gov/hr/equivalencies-education-and-experience) (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) completion of the tenth grade plus five years of experience in problem diagnosis, repair and maintenance of a wide variety of light, medium, heavy and/or specialized automotive equipment. Related automotive technical education or trade training above high school may be substituted for experience on a year-for-year basis.

Possession of a set of tools commonly used in the automotive industry, such as wrenches, pliers, sockets and ratchets. Personal tools are required upon appointment.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid Commercial Driver's License - Class B (VA) (Required)

  • Safety State Inspection Certificate (VA) and/or a Virginia Emission Inspections (Required within 12 months)

  • Master Technician certification from the National Institute for Automotive Service Excellence (ASE)-Required upon hire

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, driving record check, commercial driver's license (CDL) screening, and pre-employment medical evaluation to the satisfaction of the employer. This position is classified as essential personnel. The appointee is required to report to work during times of inclement weather or other emergencies. Applicant must provide a current Master Technician certification status in at least one series from ASE. Technicians must recertify in accordance with the guidelines of ASE.

PHYSICAL REQUIREMENTS:

Must be able to lift 50 lbs. on an average of once daily; stoop, bend, twist, and reach many times daily; use ladders extensively; use creeper (or get on hands and knees) several times daily. All duties performed with or without reasonable accommodations.
