Department Summary

The College of Design (DSGN) is composed of three schools and one independent department: the School of Architecture & Environment; the School of Planning, Public Policy and Management; the School of Art + Design; and the Department of the History of Art and Architecture. One of six professional schools or colleges at the University of Oregon, DSGN has over 100 tenure-related and approximately 80 non-tenure-related faculty. These faculty drive undergraduate and graduate degree programs that enroll more than 1,500 undergraduate majors, and 500 graduate students, and contribute to the broad liberal arts education of another 2,000 students. DSGN runs an overall operating budget of $25.5 million with operations in both Eugene and Portland.

The college’s degree offerings are in Eugene, nestled in the lush Willamette Valley, and at the historic White Stag Block, the University of Oregon’s hub of activity, discussion, and engagement in Portland. Students can also take advantage of varied field school and study abroad opportunities to enrich their academic experiences.

Financial and human resource services for the College of Design are managed through the Central Business Services Office (CBSO). The CBSO is a shared services group of subject matter experts, focused on supporting best practices and efficient operations, as well as common business operations and human resource functions for the unit. The mission of the CBSO is to provide consistency through centralized services, offering expertise in processing a wide variety of financial and human resources transactions and functions, including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, University Human Resources, and Payroll Administration.

Position Summary

The role of the Human Resources (HR) and Administrative Services Manager (Manager) is threefold: 1) to provide leadership around unit-specific business and administrative duties; 2) to provide strategic HR support within the unit, and 3) to serve as the main liaison for all HR functions overseen and managed by the Central Business Services Office (CBSO).

This role regularly exercises independent judgment and implements unit policies and procedures involving personnel, and you would regularly interpret and apply the appropriate policies, procedures, rules, and regulations to ensure compliance with all applicable entities. This position is

critical to the smooth functioning of the College of Design, serving as a point of contact for advice, direction, and information for decision-making and implementing action plans of HR administrative-related functions for leadership, department and unit heads, faculty, and staff.

In this role, you will lead unit-specific HR processes above what the CBSO provides such as search support, continuous onboarding procedures specific to the unit, and management of faculty processes for tenure and promotion, tenure reduction (TRP), post-tenure reviews, and career faculty promotion and review as needed. This role also manages the OA (Officer of Administration) and classified performance review processes above what the CBSO provides.

In addition, you will serve as the main point of contact for questions and additional information on HR actions being processed in the CBSO. You work directly with the CBSO and ensure that unit-specific responsibilities are fulfilled per the service partnership agreements and workflows that have been developed. As the main liaison between unit leadership and shared service partners in the CBSO, you supply information on needed actions, such as position description development and updates, workload adjustments, equity reviews, coordinating searches, supporting onboarding, and payroll actions. This role works closely with CBSO HR personnel such as the Associate Director of HR, the talent acquisition team, and the payroll team.

The Manager reports to the Assistant Dean for Finance and Administration. In this role, you will partner with deans, department heads, supervisors, search chairs, and others—providing strategic consultation and excellent customer service to best support the HR activities across the unit and those transactions and activities supported by the CBSO.

Minimum Requirements

Bachelor’s degree PLUS three years of progressively responsible human resources-related administrative support experience OR Seven years of progressively responsible human resources-related administrative support experience.

Professional Competencies

• Knowledge of strategic HR in the context of policy, process, organizational culture, laws/regulations, collective bargaining agreements, and practical realities.

• Ability to communicate effectively and build productive relationships with external and internal contacts, including presentation and facilitation skills.

• Exercises good judgment, diplomacy, and perceptual objectivity to make decisions effectively and appropriately. Aptitude to identify and clearly convey problems, trends, and data, and establish facts to draw valid conclusions.

• Experience working both independently and collaboratively with a wide variety of constituents at various levels of the organization and identifying and implementing strategic solutions.

• Utilizes critical thinking skills to determine when a topic/issue should be elevated to subject matter experts in the unit or the CBSO.

• Ability to manage change in a complex environment and adjust planning and activities to support changing priorities.

Preferred Qualifications

• Experience working in higher education settings or large non-profit organizations.

• Professional HR certification such as SHRM, PHR, etc.

• Experience with developing, implementing, and maintaining processes and procedures.
