Lane County Environmental Engineering Services seeks a Stormwater Engineer.

NOTE: The position pays a 5% salary differential for an Oregon Registered P.E.

About the Position:

The stormwater engineer will have the opportunity to lead a variety of stormwater program and stormwater project needs that range from managing system planning efforts to designing system components such as conveyance and water quality treatment systems. This is a senior level position which will involve designing as well as supporting design team efforts, managing projects, and mentoring junior staff.

We are seeking someone who has experience in stormwater conveyance and water quality treatment design and has a passion for the unique challenges inherent in stormwater management. Due to the variety of work available an ideal candidate would also have experience or interest in environmental compliance and habitat restoration design as well.

Typical job duties:

  • Leading development of engineering plans using Autodesk Civil3D, completing construction cost estimates, and contract special provisions; This position is expected to be an Engineer of Record for stormwater design.

  • Performing hydrologic and hydraulic analysis, providing detailed calculations, and producing technical reports. You will have the opportunity to exercise judgment and make recommendations in the development and creation of storm drainage plans for complex, multi-disciplined projects, potentially with multiple types of construction delivery methods including design-build.

  • Work as a team member in project development/scoping, assisting in the environmental permitting and right-of-way phases, and providing construction and survey support.

  • Work with operations and maintenance staff to develop long-term maintenance plans and trouble shoot water resources related issues.

  • Project management to support development/scoping/implementation of stormwater control measures within public works divisions and coordinate with local jurisdictions, as needed.

  • Interpret and disseminate provisions of federal, state and local stormwater runoff regulations and rules to affected Public Works Divisions.

  • Prepare grant applications and coordinate with federal, state and local funding agencies and complete required communications and reports.

  • Supporting compliance with Lane County’s current Department of Environmental Quality (DEQ) permits for NPDES Municipal Separate Storm Sewer System (MS4) and Water Pollution Control Facilities (WPCF), and compliance with the County’s Total Maximum Daily Load Implementation plans for water quality limited waterways such as the Willamette River.

  • Design and environmental permitting support for projects with environmental impacts that trigger requirements for stormwater treatment, fish passage design, and/or environmental mitigation design through Federal and/or State permits.

Engineering - Responsibilities will generally include; conducting special studies, analyses and evaluation of transportation issues and quality assurance programs; reviewing plans and permit issues for development; designing and inspecting infrastructure enhancements; designing, inspecting and implementing water quality and other natural resource related projects; reviewing engineering plans and specifications; coordinating services with other agencies and departments; and overseeing assigned engineering projects.

About the Division:

Engineering & Construction Services Division responsibilities include planning, designing and constructing safe and efficient transportation systems for Lane County. The Division also provides high quality and comprehensive engineering and construction services to other County Departments and external public agency clients that manage, maintain, and plan public improvement programs and projects. Our mission is to provide these important services for the benefit of citizens, businesses, industries, and visitors to Lane County.

Schedule: 40 hours a week between Monday - Friday; 8:00am - 5:00pm, with a 30-minute lunch. *Teleworking days available.

QUALIFICATIONS

Training:

  • Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position.

Experience:

  • Advanced (N4303)/Lead (N4302) Level: 5-8 years of progressively responsible professional experience; fully competent professional.

  • Specialized knowledge specific to area of assignment may be required.

  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements (positions in this class may require):

  • Valid Oregon Driver's License

  • Professional Engineer (PE) Designation
