Scope of Job

Reporting to the Vice President, Business Affairs and COO , SOM & UT Health RGV , the Associate Vice President, Business & Operations, School of Medicine, is responsible for ensuring the highest standards of financial operational excellence, customer service, fiscal integrity, and stewardship of resources across the areas of Budget & Finance, SOM Operations, Facilities & Capital Planning. The Associate VP is a member of the senior leadership team within the School of Medicine/UT Health RGV Dean/ SVP Office, Administration and Finance. In collaboration with senior leadership, department chairs, and key stakeholders, this leader will ensure that the financial operations and funds flows are consistent, innovative, and collaborative across the various entities within the SOM .

Description of Duties

  • Responsible for the executive management of the SOM’s offices of Budget & Finance, Operations, and Facilities and other assigned areas. Developing, motivating, and supervising management and staff within this scope of responsibilities. Determines organizational structure, reporting relationships, and short- and long-term staffing needs based on the goals of the organization.

  • Provides oversight of the school’s financial and budget administration processes. Leading the annual business operations timeline development for the school and subsequent performance reviews to ensure the school operates within its fiscal objectives exercising appropriate financial stewardship on its pathway to sustainability. This includes clinical practice funds, state funds, federal and private grants and contracts, gift and endowment funds, discretionary funds, and support from affiliated institutions.

  • Plays a critical role as a customer service leader for the SOM and its’ departments, able to understand the complex nature of the SOM , and the broader health and medical enterprise housed within the school/university.

  • Directs the teams responsible for the school’s financial and accounting management, reporting, and budgeting.

  • Builds and manages strong relationship with departmental leadership, champions a culture of customer service, accountability, and transparency when working with customer departments and clients.

  • Directs and manages the facilities and capital planning functions of the SOM , defining capital priorities and plan and executing in line with milestone dates.

  • Provides leadership and support for SOM Business & Operations, SOM Facilities Operations Management, and SOM Operations and other assigned departments.

  • Prepares short- and long-range plans for financial and administrative services operations and improvements to processes.

  • Provides guidance for the strategic development, planning, and management of organizational operations, projects, and activities.

  • Establishes innovative industry best practices by developing process improvement techniques and methods for use in assigned departments and coaches leads in the use of the techniques and methods.

  • Develops and maintains policies, procedures, and tools necessary to produce consistent financial reporting across all activities within the SOM as required to fully inform all key leaders and stakeholders of the financial performance and position of the SOM leading to effective decision making and the achievement of the goals of the organization.

  • Monitors and improves the efficiency and cost effectiveness of the School of Medicine on a continuous basis providing advice and recommendations for operational improvement when necessary or observed.

  • Ensures the School of Medicines’ policies and procedures comply with all applicable laws, federal and state regulations and the policies and procedures of UTRGV . Oversees the review and interpretation of new pending laws and regulations that potentially affect the school’s business practices or outcomes.

  • Collaborates in the strategic planning activities of the SOM and UT Health RGV , working in partnership with decision support on developing multi-year financial forecasts for SOM providing a long-term road map of fiscal sustainability and strength. Advises the broader leadership team on areas of exposure and opportunities for improved performance.

  • Ensures strategic growth and goal deadline achievement by defining business requirements by validating project milestones, phases, elements and tasks. Monitors business analysis progress by tracking activity, resolving problems, publishing progress reports, and recommending actions.

  • Communicates regularly with supervisor regarding projects across the functional areas and deployment of best practice standards.

  • Participates in administrative staff meetings, committees, and special projects.

  • Directs and coordinates the multiple locations functioning and operations.

  • Assists in assuring that SOM meets and exceeds all applicable regulatory requirements and assumes responsibility for the readiness of Federal and State inspections, surveys, and reviews including certifications and accreditations.

  • Performs other duties as assigned.

Required Education

Master’s degree from an accredited university.

Preferred Education

Ph.D. or terminal degree from an accredited university.

Licenses/Certifications

Preferred: Six Sigma Green Belt

Required Experience

Ten years (10) of progressively responsible work in health care administration, university and/or business environments, including previous managerial/director level experience.

Preferred Experience

Higher education and/or health care experience.

Equipment

Use of standard office equipment.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Familiarity with state and federal guidelines and regulations. Working knowledge of compliance, security, communications, fiscal responsibility, institutional research, and/or human resources. Ability to work with confidential information. Well organized and confident to work independently, while working as a team player.
